SK is where the same ethnic people live, with all the relatives of the people in NK.
Kim has no reason to attack SK unless SK attacks NK.

-His one and only real goal is to stay in power and keep the sherry flowing. To do that, he believes that ICBMs with nuclear warheads are his only defense against America.

-Kim will keep developing his nuclear program (I expect the next to be thermonuclear in the 200+ kiloton range), and if America attempts to stop him, his plan is clearly stated in documents that have been smuggled out of NK. He wants to inflict so many casualties on SK and Japan (and American troops in the region), so quickly, that he believes America will back off.
-Most importantly, unfortunately, I don't think Kim cares about Koreans in South Korea and Japan. How do I know that? Because he doesn't care about Koreans in North Korea.
