tell 「～について話す」には、後ろに付く前置詞の違いで、いくつかの言い回しがあります。これらの意味は、ほとんど同じになりますが、若干の違いがあります。

この場合は、ただ単純に事実を直接伝えるような表現になります。決定された事柄以外の情報を得ることは、あまり期待できません。

伝えようとしている事柄だけでなく、その内容も含めて伝える場合の表現です。tell of のほうがフォーマルな用法で、直接的で強い関心を感じさせます。tell about の方は、その背景などの情報も含んでいることを暗示しています。
