for then は、定型句や成句ではありませんが、たまに出てくる表現です。しかし、少し意味を取りにくい表現かと思います。
for には様々な用法がありますが、ここでは、接続詞 ”because" と同じ意味として使われています。その後に続く、then は “in that case”、もしくは、”at that time” という意味として使われています。
この２つを組み合わせて、“for then” で “because in that case (at that time)” と置き換え、「というのも（なぜなら）」と訳すことができます。
The work was still not done. For then the packing began.
