She is talking like this because that is how she earns money. Some guys think she is really stupid and slow, and they think it is cute. She isn't stupid, I saw her about 8 years ago in a TV show, she was talking like a machinegun, making other people laugh, because she hadn't developed her character that she has today. She runs business and she knows what people want from her. And watching japanese TV shows and overgeneralizing all japanese people + culture is just too childish.

She is meant to act like a child and a lot of children are not that clever.Her voice is not stupid but is meant to sound childish. It is intentional.
