この文の字面だけを拾うと、いままでの教訓lessonsを読み取ろうとする話と関係がないように思いますが、出発点の第4パラグラフの第4文というtopic sentenceに照らし合わせると、いままでが、successesがholdしているlessonsを紹介してきた部分で、ここからがfailuresがholdしているlessonsを紹介する部分であることが分かります。
このように、topic sentenceを見つけたときに、きちんとsupportし尽くされているかをきちんと確認することはとても大切です。
この文は「それではどのような教訓となる失敗事例が見つかるのか」という疑問を喚起し、その疑問を解消するような議論展開がそのあとに行われていることが確認できるので、topic sentence(第4パラグラフの第4文から見るとsub-topic sentence)であると判断することができます。

この文のpowersは、「権力者」という意味ではなく「大国」powerful countryの意味です。この後のsupportを見れば、そのことは納得できます。

この文は「それは具体的にはどのような間違いなのか」という疑問を喚起し、その疑問を解消するような議論展開がそのあとに行われていることが確認できるので、topic sentence(第9パラグラフの第1文から見るとsub-topic sentenceで、第4パラグラフの第4文から見るとsub-sub-topic sentence)であると判断することができます。
ここで第9パラグラフは終了です。このパラグラフは、第1文がtopic sentenceで、第2文から第7文がそのsupportの一部、第7文がsub-topic sentenceであると判断することができます。

In Yemen it joined Saudi Arabia in a long war against the Houthi rebels, before partially withdrawing in 2019.

But the regime faces no such constraints abroad, allowing it to indulge its whims and protect its interests, no matter the consequences elsewhere. In a fragmented world, many countries will be looking for new ways to play on the global stage. The UAE shows the promise that lies ahead—and the perils, too.

この文は、第4パラグラフの第4文のconcluding sentence(締めくくり文)になっています。それと同時に、この文はこの文章全体を締めくくる文にもなっています。
ここで第11パラグラフは終了です。第4パラグラフの第4文をtopic sentenceとする議論展開はここで完結します。それと同時に、この文章全体も完結することになります。
これで今回の文章はすべて読み終えたことになります。
今回もパラグラフの構造を意識した読解が効果的であることが確かめられたようです。
しかも、単に効果的ではなく、正しい読みを実現するために必須の方法であり、逆に、インチキパラグラフリーディングは、何の役にも立たない、クズな読解法であることが確認できたと言えるでしょう。
今回のnorの文法問題を見ても、東大の2023年の文法問題のように、パラグラフをスカスカに書き換えて、文法的に正しいかどうかを聞くことがナンセンスであることが分かるはずです。このような出題を、世の予備校は基礎的な問題といっているのにとても違和感があります。このような問題を、日本の最上クラスの大学の入試問題で出題されるところが、日本の英語教育の大きな問題の一つです。
