周庭さん、カナダの大学院に留学　「一生香港に戻らない」と亡命宣言

日本語が堪能な香港の民主活動家として知られた周庭（アグネス・チョウ）さん（２７）が９月に香港を離れ、カナダの大学院に留学していたことが分かった。

 

 

交流サイト（ＳＮＳ）で３日、明らかにしたもので、

 

トロントに在住する周さんは「香港には一生戻ることはない」と

 

事実上の亡命を宣言した。

■ＰＴＳＤに 

 

周さんは、２０１４年の香港民主化運動「雨傘運動」の際に普通選挙の実現を求めて闘った民主活動家として知られる。香港の「民主の女神」のような存在だった。１９年に大規模化した反香港政府・反中国共産党デモの際にも、得意の日本語を駆使して民主派の情報発信を行っていた。 

 

 

しかし２０年８月に、香港国家安全維持法（国安法）違反の容疑で逮捕。その後、無許可集会を扇動した罪などで、禁錮１０月の実刑判決を受けた。２１年６月に出所した後は沈黙を貫いていた。 周さんはＳＮＳで、出所後、再び警察に逮捕され連行されるのではないかといった不安などに駆られ、大泣きしたり、ふるえが止まらなかったり、恐怖におびえたりする日々が続いたと明かした。

 

 

医師の診断で、パニック障害や心的外傷後ストレス障害（ＰＴＳＤ）、鬱（うつ）病であることが分かったという。 

 

 

 

 

■当局の交換条件

 今年に入り、このままじっとしているより外国に留学したいと考えるようになり、当たってみたところカナダの大学院が受け入れてくれることになった。

 

 

 しかし、周さんは出所後もパスポートを当局に没収され、

自由に海外渡航できない状態が続いていた。 

 

 

このため、香港の国安当局に申請すると、

 

①これまで政治活動に関与してきたことを後悔し再びかかわらない

 

 

②民主活動家たちと連絡を取らない－ことなどを約束する書面の提出を求められた。

 

 周さんは、もし妥協することを断れば

「勉学のチャンスを失うか、警察署から出られなくなるかだった」と振り返っている。 

 

 

もう１つ条件があった。

 

それはパスポートを返却する代わりに、国安担当者とともに香港に隣接する中国本土の深圳に行くことだった。

 

 

周さんに「拒絶する権利」はなく、

 

８月、５人の国安担当者と深圳に向かった。

 

 

周さんは

「夢にまで見ていた香港からの出境が、まさか中国大陸行きになるとは」と思ったという。 

 

 

深圳では改革開放などの展覧会に連れて行かれ、

 

中国共産党や歴代指導者の業績を見学させられた。

 

香港に戻った後、「

 

祖国の偉大な発展を理解させてくれた警察に感謝します」

との文書を書かされたという。 

 

 

 

■自由の貴重さ

 こうして周さんが香港からトロントに向かったのは９月。

 

パスポートは出発の１日前に受け取った。 

今月末には香港に戻るつもりで航空券も購入していた。

警察への報告義務があったためだ。

 

しかし

「香港の状況や自らの安全、健康などを考慮して、戻らないことを決めた。恐らく一生戻ることはない」という。 

 

 

「この数年、恐怖から逃れる自由がどれだけ貴重なのかを切実に感じている」

 

「言いたいことも言えるし、したいこともできる」

 

「自由は得難いものだ」 

 

３日、２７歳の誕生日を自由な空の下で迎えた周さんは、

現在の心境をこうつづっている。
