Temporary Houses Necessary?

The Japanese government has embarked on another frenzy of building "temporary homes" for earthquake survivors.

I fail to understand the logic to this scheme, other than to create huge handouts for construction companies building these housing units designed to last for a few years.

All across Japan, there are homes that sit empty after their aged occupants pass on and their children pursue careers in cities. Likewise, there is an excess of condominium units which are unoccupied.

Economically, it would be saner to pay the owners rent and to house the survivors in these residences.

For example, even at, say a rate of 80,000 yen/month in rent, the annual cost would be 960,000yen with a projected two-year cost of 1,920,000 yen. That is obviously far less than what it costs to build a single emergency residence.

People could be moved immediately to houses and apartments in unaffected areas in each of their prefectures at very little cost.

As a further incentive, they could be offered a first purchase option on unoccupied houses and condominiums that the children of deceased parents want to sell with a deduction of the rent already paid to the owners.

Unfortunately, Japanese politicians seem to be unable to think this far, probably because they're receiving kickbacks or benefits from the companies building these units.

仮設住宅必要?

また、日本政府や自治体が「仮設住宅」の建設に走り出しました。

この仮設住宅の必要性の理屈は理解しにくいです。建設会社にはありがたい話だけど、税金を払っている国民にとっては、疑問です。

日本全国には高齢者の両親が他界して子供が相続した空家が目立っています。マンションにも誰も住んでいないユニットが多いです。そのような場所を提供すれば、所有者も助かるし、震災被害者も待たずに住めます。

仮には、月8万円の家賃を出しても、年間96万円で済むし、2年間で192万しかなりません。電気・ガス・水道も既にあるし、建設コストの高い仮設住宅よりも安いはずです。さらに、忽ち住めます。

避難者たちは同じ県内の空家やマンションには低コストで移動できるはずだし、安心な場所で安定したした生活はすぐ始められます。

移動のインセンティブとして、売りたい所有者の物件に対して、家賃を購入価格から差し引く購入優先条件も付けられます。

残念ながら、日本の政治家はそこまで考えられないようです。建設業界からキックバックなどを貰っているかな?仮設住宅は被害者のためかを疑問に思います。
