Q187) no later thanとnot later thanの違いについて質問を受けました。「辞書には「遅くとも…までに」の意味で同じになっている」と応えましたが、先週no more thanとnot more thanは違う、と授業したのと矛盾するのではないか、と言われました。どう説明したらいいのでしょう。
A) お気持ちよくわかります。確かに普通「no more thanとnot more thanは違う」と教えますよね。考え方は、「現代英文法講義」（安藤貞雄著）のp.582にこうあります。
11) no more than「わずか…にすぎない」（数や量が少ないことを強調する）
There is room for no more than three cars.
（車が3台しか入る余地がない）
12) not more than「せいぜい…（それ以下かもしれない）」（＝at most）
She has not more than five dollars on her.
（彼女の持ち金はせいぜい５ドルだ）
NB noとnot
(11)について言えば、noはmuch more[than three]（3よりもずっと多い）, a little more[than three]（3より少し多い）, no more [than three]（3よりも少しも多くない）のように、直後の比較級を否定する（構成素否定）、つまり、no=zeroと考えればよい。
一方、(12)のnotは、not [she has more than five]（[5以上持っている]のではない）ということで、notは文全体を否定している（文否定）。「それ以下かもしれない」は含みである。
しかし、実はno more thanとnot more thanが区別なく用いられることがあります。ジーニアス英和辞典第5版のnot more thanの[語法]にこうあります。
[語法] no more thanとnot more than
前者が直接的で断定的な言い方（=only）なのに対して、後者は間接的で控えめな言い方（= at most）。事実上、ほぼ同義と考える人も多い。頻度はnoの方が圧倒的に多い。
Students should choose no[not] more than three of the following electives: English, chemistry, geography, mathematics, and physics.
（学生は以下の選択科目から３科目以下を選ぶこと。英語、化学、地理、数学、物理）
このジーニアスの例文、no[not] more than three of the following electivesは、文脈で「3科目だけ」はおかしいですよね。よって、no more thanが使ってあっても「多くとも」の意味だとわかります。これと同じ現象だと思われます。
not later than A（日・時）のnotは later than A（日・時）を打ち消すので、「A（日・時）より遅くはない時に」ですから、「遅くともA（日・時）」になります。
(a) Completed entry forms should arrive not later than 31st July.（ジーニアス英和）
（申込書に記入の上、7月31日必着のこと）
一方、no later than A（日・時）のnoはlaterにかかり、zeroの意味を持っていますから、「A（日・時）と同じ時に」になるはずですが、そういう使い方はされません。
例文の(b)を見てください。
(b)Fees must be paid no later than 5:00 p.m. on September 30.（ウイズダム英和）
（授業料は遅くとも9月30日の午後5時までに収めること）
このno later than 5:00 p.m.が「きっかり午後5時に」はありえませんよね。
また、「no＋比較級＋than...」は、「as＋反対語＋as...」で書き換えできるのでしたね。
例えば、His new office is no bigger than our bedroom.
= His new office is as small as our bedroom.
（彼の新しいオフィスはうちの寝室ぐらい狭い）
しかし、no later than A（日・時）をas early as A（日・時）で書き換えると意味がおかしくなります。as early asは「早くもAに、Aという早い時間に」です。
例えば、As early as 1820, the virus was discovered.
（早くも1820年にそのウイルスは発見された）
例文の(b)をもう一度見てください。
(b)Fees must be paid no later than 5:00 p.m. on September 30.（ウイズダム英和）
（授業料は遅くとも9月30日の午後5時までに収めること）
これを、as early as 5:00 p.m.「早くも午後5時に」で解釈するのはおかしいですよね。
よって、no later than A（日・時）は、実質的には、not later than A（日・時）と同じ「遅くともA（日・時）に」と使われます。
その証拠に以下の例文を見てください。
(c)The application form should arrive no later than Friday next week.（O-LEX英和）
（申込書は来週の金曜日必着のこと）
(d) Please arrive no later than 8 o'clock.（Oxford）
（遅くとも8時までに到着してください）
(e)Winners will be notified by post, no later than six weeks after the closing date of the competition.（ランダムハウス英和）
（入賞者にはコンテストの締め切り後遅くとも6週間以内に通知いたします）
つまり、no later than A（日・時）は、not later than A（日・時）と同じ「遅くともA（日・時）に」の意味しか使われません。
