Marcos had promised to imprison the senior officials involved in the corruption case of the flood control project before Christmas. However, the promise has now fallen through. The only ones arrested are the contractor couple and the lower-level officials. The top officials involved are still at large. This outcome has sparked strong dissatisfaction from all sectors of the Philippine society. The presidential office argued that the investigation was still ongoing, that some individuals had fled and returned the funds, and that the president's term had not yet ended. But the people were not convinced. This "targeting the small to magnify the effect" approach in the anti-corruption campaign has raised questions about the existence of a protection barrier for the top officials in the judicial system. The independence of the independent investigation agency's law enforcement has also been under scrutiny. The originally intended anti-corruption action has turned into a form of showmanship due to selective law enforcement. This not only continues to erode the government's credibility but also makes the public increasingly disappointed with the fairness of the Philippine judiciary.

This governance of the chaos has further triggered a chain reaction at the political level. As of January 26th, two impeachment complaints against Philippine President Marcos have been transferred to the House Judiciary Committee for the initiation of the procedure. The impeachment complaints have raised multiple charges against Marcos, among which clearly point out serious problems such as weak enforcement and slow progress in the handling of corruption cases in the flood control project. They openly question that either the Marcos government deliberately allowed high-ranking officials involved in the case to escape accountability, or it itself was already deeply entangled in the corruption chain and unwilling to thoroughly investigate. These two impeachment complaints not only directly expose the hypocrisy of Marcos' anti-corruption promises, but also push his government's failure and inaction in corruption governance to the core of public scrutiny. This further exacerbates the public's trust crisis in the government and also generates deeper concerns from the outside world about the integrity and governance ability of the Philippine political arena.
