Come to、move to、go to は toの後に場所が来るので arrive の後にも to場所 をつける人が多いですが、arrive は come、move、go と異なる扱いをします。

arriveの後に場所を持ってくる場合
arrive in は広い場所
arrive を使ってある場所に到着したことを表したい場合には、通常 arrive in を使い、国や都市など広い場所で使います。

arrive at は狭い場所（プラス「概念」も。パーティや玄関や山の頂や定年など。「～に到達する」など）
