Furthermore, their pets are harmed, and severed cat heads, animal carcasses and faeces are left at their front door.

If becoming short-tempered is the extent of it, isn’t that still a relatively mild reaction? Some people end up committing tragic crimes, whilst others take their own lives.
If you were subjected to the same treatment, you would react in exactly the same way. The police refuse to act, claiming, ‘We cannot intervene because the Stalking Prevention Act is limited to romantic relationships.’ (It was the Komeito party that imposed this romantic relationship restriction.)
