This is yoryu-kannon of 35 Kannon.
三十三観音の一つで、病苦からの救済を使命としており、別名を薬王観音といいます。右手に柳の枝を持つことにより楊柳観音と呼ばれています。
仏教ではこの柳は、樹木の王とされていて、仏様に供える聖木としては最高のものとされています。
神聖な場所には蝶々が集まっていることが多いので、背景にはたくさんの蝶を描きました。

It is one of the 33 Kannon (Goddess of Mercy), whose mission is to provide relief from illness and suffering, and is also known as Yakuo Kannon. She is also called Yangyanagi Kannon because she holds a willow branch in her right hand.
In Buddhism, the willow is considered the king of trees and the best sacred tree to offer to the Buddha.
