事態を冷静かつ客観的に分析してみると、スイスは、国の内外で、実際の戦争に苦しんでいる
わけではないが、戦争状態にあると考えざるを得ない。端的に言えば、われわれの直面して
いるのは、武器をもって戦う戦争ではない。
しかしながら、今日、一種の戦争は厳として行われている。それは、武力による戦争に比して
直接的破壊が少なく見えるからといって、その恐るべき効果は軽視できない。
神よ、戦争の種類のうちの、この最も危険なものとの戦いに勝たしめるため、われらにその
