 安倍晋三内閣の支持率が、6月の世論調査で軒並み急落した。5月は56・1%だった産経・FNNの調査結果は、今回47・6%と8・5ポイント低下した。そのほか、読売と日経が49%、共同通信44・9%、朝日41%、毎日36%と、いずれも50%を切った。
 The approval rating for the Shinzo Abe Cabinet dropped across the board in June public opinion polls. In the Sankei/FNN poll, it dropped 8.5 points from 56.1% in May to 47.6% in June. Yomiuri and Nikkei were 49%, Kyodo News was 33.9%, Asahi was 41%, and Mainichi was 36%, all below 50%.
 

 これは野党やメディアの勝利なのか。そうとは思えない。緊迫する北朝鮮情勢や欧州で相次ぐテロ事件には目もくれず、ひたすら安倍内閣の足を引っ張り続けた「国壊」議員たちに、愛想を尽かした国民は多いはずだ。
 Is this a victory for the opposition parties and the media? I don’t think so. A major portion of the people is disgusted with the “Kokkai Giin [see below]” who ignore the crisis in North Korea and the continuing terrorist incidents in Europe and instead single-mindedly continue to work only to bring down the Abe cabinet.
 

 読売は世代別支持率も公表した。30代以下の若い世代の内閣支持率は今回も60%以上だった。民進党などの野党と一部のメディアが「倒閣運動の好機」ととらえた「森友・加計学園」問題や、「テロ等準備罪」を新設する改正組織犯罪処罰法の採決をめぐるカラ騒ぎは、若者の心には響かなかった。
 Yomiuri also announced data according to age groups. The cabinet support rate was over 60% for those in their 30s or younger. The huge fuss over the “Moritomo Gakuen” and “Kake Gakuen” issues and concerning the diet voting for the amendment to the “Partial Revision of the Act for Punishment of Organized Crimes, Control of Crime Proceeds and Other Matters” establishing a new crime of “preparing to commit a terrorist crime,” which was viewed by the Democratic Party and other opposition parties and a part of the media as a good chance to bring down the cabinet, did not resonate with the younger generation.
 

 中高年と比べて、ツイッターやフェイスブック、ユーチューブなどを通じ、多角的な情報を入手しているからだろう。
 This is no doubt due to the fact that, compared with middle-aged and older people, they get a variety of news and information through Twitter, Facebook, and YouTube.
 

 テレビや新聞などの情報だけで物事を判断する世代と、ネット情報も参考にする世代との情報格差は広がる一方だ。数十年後は現在の若者が中高年である。メディア情報で世論誘導される人々は、もはや絶滅危惧種なのだ。
 The gap between the generation that judges things only by information on television and in newspapers and the generation that also refers to information on the internet continues to widen. In several decades, the present younger generation will be middle-aged or older. Those people who manipulate public opinion through traditional media are an endangered species.
 

 米国でドナルド・トランプ大統領が誕生した背景の1つに、米国民の根強いメディア不信がある。米メディアは「暴言」を繰り返すトランプ氏が共和党候補になれば、自分たちが応援する民主党のヒラリー・クリントン元国務長官の勝利は確実だと考えていた。
 Strong distrust of the media by Americans was a strong contributing factor to the election of President Donald Trump. The American media was convinced that if Donald Trump, with his loose tongue, became the Republican candidate, former democratic secretary of state Hillary Clinton, whom they supported, would win the election.
 

 思惑通り、トランプ氏が共和党予備選を制したが本選挙も圧勝した。メディアが終始報じた「ヒラリー優勢」の世論調査は完全に間違いで、世論誘導できると信じていたメディアの完敗だった。
 As they expected, Mr. Trump won the Republican Party primaries, but then contrary to their expectations he went on to win the general election decisively. The opinion polls which the media incessantly reported as showing an “advantage to Hillary” were wrong, and the media who believed that they could manipulate public opinion suffered a complete defeat.
 

 懲りない米メディアは再び民主党と組んで「トランプ降ろし」に励んでいる。日本の一部メディアの「安倍降ろし」と同じ構図だ。日米ともメディアの病巣は根が深い。
 That same media which did not learn their lesson has now in tandem with the democratic party embarked on a “campaign to remove Trump.” A portion of the Japanese media fits the same pattern in a “campaign to remove Abe.” Both the Japanese and American media suffer from the same deep infection.
 

 最近、日本メディアの情報操作は悪質さを増している。沖縄の反米軍基地運動家の暴力性や、左派団体が「国連」の権威を利用して日本を貶めてきたカラクリは、前衆院議員の杉田水脈(みお)氏や、キャスターの我那覇(がなは)真子氏、テキサス親父日本事務局の藤木俊一氏らのおかげで白日の下にさらされた。だが、積極的に報じるのは夕刊フジと産経新聞くらいだ。
 Lately the Japanese media manipulation of information has become increasingly malicious. Through the efforts of former lower house member Mio Sugita, broadcaster Masako Ganaha, and the head of Texas Daddy office Shun’ichi Fujiki, the violence of the anti-U.S. base activists in Okinawa and the machinations of leftist organization using the authority of the United Nations to denigrate Japan have been exposed to the full light of day. However, basically the only ones reporting on that are the Fuji Evening News and the Sankei Newspaper.
 

 築地市場の豊洲移転の問題で、小池百合子都知事の独断が多額の損失を発生させており「都民ワースト」である事実も、都民への周知が足りない。
 Likewise, Tokyo citizens do not fully realize the fact that Tokyo Governor Yuriko Koike’s unilateral decisions regarding the issue of moving the Tsukiji Fish Market to Toyosu have created a huge financial loss.
 

 メディアの横暴を放置すれば、先の絶滅危惧種の絶滅よりも、日本国の絶滅が先かもしれない。
 If the high-handedness of the media runs unchecked, the country of Japan may become extinct before the endangered species I mentioned above.

 いくら憲法で「言論の自由」が保障される日本でも、限度はある。
 No matter how much “freedom of speech” is guaranteed by the constitution, there are limits.

 「生理的にいやだと思わない? ああいう人達というか、ああいうシステム、ああいう一族がいる近くで空気を吸いたくない」
 “Don’t you have an instinctive dislike for these people? Those people, that system, I don’t want to breath the air close to that family.”

 民進党の辻元清美衆院議員が、民間国際交流団体「ピースボート」を設立して政界進出する前、1987年3月に出版した『清美するで!!新人類が船を出す!』(第三書館)の中で、皇室についてこう記していた。皇室制度を「悪の根源」とまで断じていたという。産経新聞が9日報じた。
 Before she set up the grass-roots international friendship organization “Peace Boat” and became a politician, Democratic Party Diet member Kiyomi Tsujimoto in the book “Kiyomi Suru De!! Shinjinrui ga Fune wo Dasu! [Kiyomi Will Do It!! The Younger Generation Sets Sail!]” (Daisan Shokan) published in March 1987 wrote the above about the royal family. She stated emphatically that the emperor system “is the root of all evil.” This was reported in the Sankei Newspaper on June 9th.

 これは、日本維新の会の足立康史衆院議員が8日の衆院憲法審査会で取り上げたものだ。足立氏は、皇室制度の廃止を訴えた辻元氏の過去の発言も挙げ、「こうした発言を繰り返す辻元氏が憲法審査会の幹事なのは適当ではない」と批判した。
 This issue was raised by Japan Restoration Party Diet member Yasushi Adachi on June 8th at the Lower House Constitutional Deliberative Council. Mr. Adachi brought up Ms. Tsujimoto’s past where she advocated abolition of the imperial system, and said critically that “It is not appropriate for Ms. Tsujimoto, who has repeatedly made such comments, to serve as a coordinator on the Constitutional Deliberative Council.”

 これに対し、辻元氏は「30年ほど前、学生時代にご指摘の発言をした」と認めたうえで、「日本国憲法の下、日本は生まれ変わり、戦争放棄の国になった。憲法に規定されている象徴天皇を尊重しなければならない。私は考えが一面的だったと痛感し、深く反省した」と述べた。
 In response, Ms. Tsujimoto admitted that “I made those comments when I was a student about 30 years ago,” and then went on to say that “Under the constitution of Japan, Japan was reborn as a country which renounces war. It is necessary to respect the emperor as a symbol of the people as provide in the constitution. My views then were very one-sided, and I humbly reconsider them.”

 辻元氏が、深く反省したのはいつなのか。
 Exactly when did Ms. Tsujimoto humbly reconsider?

 産経抄(10日)によると、辻元氏は衆院議員となった後の1998年に出版した著書で次のように書いているという。
 According to excerpts from the Sankei Newspaper (June 10th), in a book published in 1998 after her election to the Diet, she wrote as follows.

 「(憲法)第一条から第八条までの天皇に関する規定を削除すべきだ」「天皇制について、私は個人的に反対。やっぱり抵抗がある」
 “The provisions of Articles 1 through 8 of the constitution concerning the emperor should be deleted,” and “Personally I am against the imperial system. I still oppose it.”

 また、週刊新潮(05年10月13日号)によると、辻元氏は東京・渋谷で開かれた女性限定のアダルトイベント「女祭」にゲスト参加した際、「国会議員って言うのは、国民の生命と財産を守るといわれてるけど、私はそんなつもりでなってへん。私は国家の枠をいかに崩壊させるかっていう役割の国会議員や」と発言したという。
 In addition, as reported in Shukan Shincho (October 13, 2005), when Ms. Tsujimoto participated as a guest at the adult event “Women’s Festival” held only for women in Shibuya, Tokyo she stated “It is said that members of the Diet should protect the lives and property of the people, but I have no such intention. I am a Diet member whose role is to destroy the framework of the nation.”

 私はこの記事を読んで、憲法尊重の意思も、国会議員として国民全体に奉仕する意思も感じられなかった。「国壊議員」という言葉が頭に浮かんだ。ピースボートは、中華人民共和国や北朝鮮なども訪問したため、ネットを検索すると辻元氏との関係を指摘する記述もある。
 Upon reading this article, I felt on her part no intention either to respect the constitution or to serve all the people as a Diet member. The word which came to mind is “Kokkai Giin” [国壊議員 – see above]. She visited the People’s Republic of China and North Korea on the Peace Boat, and there are plenty of entries on the internet detailing their relations with her.

 辻元氏は03年7月、秘書給与詐取事件で警視庁捜査2課に逮捕され、懲役2年執行猶予5年の有罪判決を受けた。すでに罪は償っているが、国民の疑念に対する説明責任は、誰より重くとも仕方ないのではないか。
 In July 2003, she was arrested by the Metropolitan Police No. 2 Investigation [Fraud] Department for fraudulent misappropriation of publicly subsidized wages ostensibly to be used for an official secretary, and she received a guilty verdict of 5 years of probation in lieu of 2 years imprisonment. Although she has served her time, it is entirely understandable why the people would still have reservations about her as she is the very person who most needs to offer a clear explanation to the people.

 一連の疑惑に答えるためにも、辻元氏は記者会見を開き、皇室制度に対する考え方や、国会議員としての姿勢について説明すべきではないか。ついでに、「(北朝鮮の)金一族の存在は生理的にいやだと思わない?」とでも発言すれば、日本国民の留飲は下がる。
 To address the suspicions of the people, Ms. Tsujimoto should hold a press conference in which she clearly explains her views about the imperial system and her posture as a member of the Diet. If at that time she were to state “Don’t you have an instinctive dislike for the [North Korean] Kim family?” the Japanese people would no doubt feel great satisfaction.

 一橋大学の学園祭「KODAIRA祭」で予定されていた、作家、百田尚樹氏の講演会が、一部の在学生と、彼らに呼応した外部勢力による反対運動で中止に追い込まれた。
 A speech by author Naoki Hyakuta scheduled to be held as part of the “Kodaira-sai” festival at Hitotsubashi University was cancelled due to pressure from some current students in concert with certain external forces.
 

 一橋大学は東京都国立市にキャンパスがあり、商、経済、法、社会学部の4つの文系学部からなる、比較的小規模な国立大学である。政財官界にそうそうたる人材を輩出してきた名門だが、明治末期や戦前には、東京帝大に肩入れする文部省や大蔵省に対抗し、教職員だけでなく学生と同窓会も一丸となって闘い、商業学校から大学への昇格や、存続を勝ち取った歴史を持つ。
 Hitotsubashi University is a comparatively small national university with a campus in Kunitachi City, Tokyo comprised of four colleges of commerce, economics, law and sociology. It is a prestigious institution which has produced many prominent members of political, business, and bureaucratic society. At the end of the Meiji Era and during the prewar years, not only the teachers but also students and alumni united to resist the ministry of education and ministry of finance which supported Tokyo Imperial University, and advanced from a commercial school to a university, winning the right to continue in existence.
 

 良い意味での「リベラルな校風」であり、石原慎太郎元都知事や田中康夫元長野県知事がOBというのも、分かる気がする。
 In the best meaning of the term, it has a liberal school spirit, as can be seen from the fact that former Tokyo governor Shintaro Ishihara and former Nagano Prefecture governor Yasuo Tanaka are counted among its alumni.
 

 私は昨年12月、一橋大学OBが中心メンバーの「新三木会」に招かれて、千代田区一ツ橋にある如水会館で講演した。質疑応答や懇親会の雑談を通じて、一橋大学OBの優秀さをよく知っている。だから、今回の件は名門大学の校名や伝統に、少数の在学生が泥を塗った残念な事件と捉えている。
 In December 2016, I was invited by “Shin Sanmoku-kai,” an alumni group which is comprised chiefly of graduates of Hitotsubashi University, to speak at Josui Kaikan [Josui Hall] located in Hitotsubashi, Chiyoda-ku. As a result, I am fully aware of the excellence of the alumni as evidenced by the questions posed in the question and answer session and conversations with the participants. That is why I view this incident as an unfortunate blot on the proud reputation and traditions of this prestigious university brought about by a minority of current students.
 

 民主主義国家に必要不可欠な人権として「表現の自由」がある。米国では合衆国憲法修正第1条がこれを保障し、日本国憲法では第21条1項に、「集会、結社及び言論、出版その他一切の表現の自由は、これを保障する」という条文がある。
 An indispensable human right for any democratic nation is “freedom of speech.” The U.S. Constitution guarantees this right in Amendment 1, and the Japanese Constitution provides in Article 21(1) that “freedom of assembly and association as well as speech, press and all other forms of expression are guaranteed.”
 

 民主主義は、人間の意見は必ず対立することや、人間は必ず間違いを犯すことを前提にした制度である。対立や間違いを修正して前に進むには「表現の自由」を保障し、誰もが自由に主張や議論ができる環境が必要なのだ。
 Democracy is a system which assumes that the people will necessarily have differing opinions, and that the people will necessarily make mistakes. “Freedom of speech” is guaranteed in order that differences can be resolved and mistakes corrected, and an environment in which anyone can freely advocate or argue a position is therefore indispensable.
 

 自分の意見は声高に叫ぶが、他者の発言機会は奪っても構わないという考えは、独裁者や全体主義者と同じであり、民主主義国家では、最も忌避すべき幼稚な考えだ。
 The idea that one’s own opinions can be shouted from the rooftops but others can be deprived of the opportunity to speak is the same as that of a totalitarian dictator, and in a democratic society, it is an infantile idea, one which must be rejected most vigorously.
 

 報道によると、百田氏の講演に猛烈に反対した勢力に、「反レイシズム」を掲げるNGO(非政府組織)があるという。代表は同大大学院に籍を置く学生だ。
 According to press reports, the group which furiously opposed Mr. Hyakuta’s speech was an NGO which purported to be “anti-racist.” The leader of this group is a graduate student at the university.
 

 結社の自由は尊重するが、国立大学で学ぶ学生は、私を含む日本の納税者のおかげで「勉強させていただいている立場」と言える。「表現の自由」を奪うような活動はいかがなものか。一橋大学のリベラルな校風が、特定の思想勢力に悪用されている印象を受けた。
 I respect freedom of association, but it can also be said that the students at a national university are being given the opportunity to learn due to the good graces of the Japanese taxpayers, including me. How are we to view activities which deprive others of “freedom of speech?” I have the impression that the liberal school spirit of Hitotsubashi University has been usurped and misused by people with an invidious agenda.
 

 一橋大学に限らず、大学は学生を日本の国益に貢献する人材に育てる場所だ。中には、入学式や卒業式で「日の丸掲揚」や「君が代斉唱」を行わない大学もあると聞く。主客転倒、愚の骨頂である。
 Not only Hitotsubashi University but all universities exist to nurture talent which can contribute to the national interests of Japan. It is said that at their opening and graduation ceremonies, some national universities do not display the Japanese national flag or sing the national anthem. That is a most unfortunate misplacement of priorities, and the height of absurdity.
