 経営面で苦境に立たされる学校が相次ぎ、自治体などから助成金を得られる学校法人に移行したケースもある。

 岡山市の山あいにある私立中高一貫・朝日塾中等教育学校。11月中旬の夜、校舎に隣接する寮の学習室で、1~6年(中1~高3)の約50人が机に向かった。1、2年生が受けた数学のテストでは、間違えた問題のバーコードを教員が読み取ると、類似問題が印刷され、生徒が再挑戦。反復学習を徹底する塾のようだ。1年生の華山英晃はなやまひであき君(13)は「なぜ間違えたかを理解でき、苦手分野を克服できる」。

 寮では平日の朝、登校前に1時間、夜は夕食後に2時間の学習が義務づけられている。学校でも寮と同様の方法で類似問題の反復学習を行う。

 同校の前身は、塾を母体とする朝日学園グループが2004年度、特区に開校した全国初の株式会社立中学校。資産不足で学校法人を設立できず、廃校した小学校の活用を提案した旧御津町(現岡山市)が特区に認定されたことで開校にこぎ着けた。3年後に同グループが隣接地を取得、高校も開設した。

ディベート力養う独自教科も

 特区では学習指導要領に縛られない特色のあるカリキュラムを組むことができ、ディベート力を養う独自教科「ディスカッション科」を新設。しかし、少子化の影響や、「株式会社立学校はつぶれるかもしれない」との声もあり、定員割れが続いた。新たな制度で特区以外でも自由なカリキュラムが可能になり、年間約1億円の私学助成金を受けられる学校法人を設立。11年度に中等教育学校になった。

 自宅から通う生徒もおり、現在の生徒数は定員の6割弱の計約170人。厳しい経営の中、各学年2クラス設け、生徒5~20人を教員2人が担当する。

 今春、5期生が卒業。4割が国公立大に合格した。1期生で、香川大から岡山県の外郭団体に就職した黒川麻子さん(23)は「先生の目が行き届き、親身に相談に乗ってくれた」。鳥海とりうみ十児みつじ・同グループ学園長(80)は「特区があったから学校を創設できた。少人数教育の魅力や進学実績をアピールし、生徒を集めたい」と力を込める。

 文部科学省によると、特区の株式会社立学校は35校設立されたが、廃止や学校法人への移行で現在は26校。同省は「地域の活性化に結びついた例もあるが、運営面で課題が多い」とし、株式会社立学校の全国展開には慎重な姿勢だ。

「安定・継続に懸念」文科省が指摘

 構造改革特区は、地域限定で特定分野の規制を緩和する制度で、2002年度に創設。かつては学校を設置できるのは校舎・校地を自己所有する学校法人だったが、特区では長期間借りる保証など一定の要件を満たせば株式会社も認められる。しかし、募集停止などが続き、文科省は11年度の調査で、「教育の安定性、継続性に懸念がある」と指摘。一方で、地域で特色ある教育が実現したケースもあった。来春には群馬県に株式会社立小学校が開校予定だ。
