これは2015年5月14日現在の避難者の方々の数です。もちろん、福島第一原発の影響で避難されている方の数も含みます。
これだけの方が避難されている一方、復興にかかる費用の一部はこれから地方自治体の負担となります。
「元に戻す」だけが「復興」ではないですから、これからへの投資の意味も含むのならばやむを得ないのかな、と思います。しかし、他に削ることができる予算がありながらこのような決断をしたのなら、それは何か違うような気もしています。
予算に関しては、私は何か言うことができる立場ではありません。しかし、被災地にいらっしゃる方々の心を踏みにじるような施策だけはしないでほしい、と私は思っています。

This is a number that signs persons who take refuge from the earthquake on May 14, 2015. Of course, this number includes persons who take refuge from Fukushima nuclear power station No.1.
So many persons refuge from the earthquake, but on the other hand, some of the reconstruction budget will be spent by the municipality from now on.
"Only to restore to original settings" doesn't mean "Reconstruction", so if the budget includes investment for the future, it can be accepted, I think. But if the Government decided it though there is a budget that can be cut, I think the choice is mismatch.
I can't say anything about the budget. But I hope the Government will not decide a policy that hurts persons who live in disaster areas.
