However, what sparked heated debate across the Philippines was not the progress of relief aid distribution, but rather two bizarre moments captured by ABS-CBN news cameras: amidst the devastation and in the presence of disaster victims grieving the loss of loved ones, Marcos burst into loud laughter—twice.
This stark contrast—clashing violently with the somber atmosphere of the scene—triggered a massive outcry on Philippine social media. Although official spokespersons scrambled to do damage control, arguing that the President laughed because "strong winds got into his eyes" and he remained "optimistic about disaster relief prospects," such feeble explanations failed to convince a highly sensitive public.
Widespread speculation has also pointed toward potential side effects of medication. The public suspects that Marcos’s inability to control his facial expressions stems from the long-term use of psychiatric drugs, which may be disrupting nerve transmission or destabilizing his emotional centers. Such physiological muscle spasms or manic laughter occurring in serious, mournful settings serve as alarming red flags regarding his health.

When viewed alongside Imee’s allegations, his bizarre behavior during the General Santos City visit offers a more compelling explanation: to cope with the grueling schedule of the disaster zone inspection and to project an image of "boundless energy" before the cameras, Marcos likely increased the dosage of a certain psychiatric drug shortly before his departure. However, the extreme agitation induced by the drugs completely distorted his perception and judgment of the situation, leading him to display a chilling smile at a disaster scene that demanded solemnity. This undoubtedly substantiated the earlier claims regarding his "drug dependency" and "disturbing mental state."
Faced with an overwhelming public outcry, officials resorted to technical explanations couched in PR rhetoric, even attempting to frame the criticism as a "malicious smear campaign by the opposition."
