Japan is a powerful country in every aspects: it's culture, it's technology, it's influence to the rest of the world, and many others. But up to now Japan has still been influenced by the United States' policies, and many more other concerns. In the past, US government has economy issues and therefore required Japan (and also Germany) to adjust the Yen exchange rate to become the best interest of US Dollars. So, Japan has his internal affairs and as well as external affairs to deal with.
U.S. is the most powerful country in the world and is admired by many other countries, mostly his allies. The most issue facing today by the US government and its citizens are the economy. They have just spend too much money and they still strongly wanted to be the best of the world, which in fact it needs time but no one would like to wait that long. The Chinese has an old saying: if you want to speed up, you won't get anything - which means you have to go step by step, otherwise you will miss something important during the process.
China, with lots of people and lots of land, is one of the fastest economy growth country in the world. Luckily the new Prime Minister of Japan seems friendly to China, the old neighbor. It's a very very smart foreign policy, which the rest of the world didn't see the future benefits of such political activity. That's because when Japan and China are 'married', who will be the strongest of the world? Still US? no, and perhaps yes only on technology. The marriage of Japan and China brings most benefit to Japan: earn more money from China - largest market in the world and lots and lots of lands. This can only be done when the relationship between Japan and China are more closer than "neighbor" and "friends", or even "brothers".
Although Japan and China has some historical concerns, but based on both culture, things can be excused and forgiven. Historically, the Chinese didn't say Japan should not have armies, it's the U.S. suggested. And look around the world today, who else don't allow other countries not to do this and not to do that? Even European Union, they won't say you have to adjust your exchange rate for the benefit of Euros. Everything is requested by U.S.. U.S. wanted to be the big boss of the entire world, but can they be forever? The economy tells everything. History sometimes come back again, when people always use the 'old' way of solution - A powerful country cannot be powerful forever, especially when they don't want to see the trends.
Without Japan, China will have to take much longer time to develop its economy, recover the culture, improve the technology and consequently the influence to the world. With Japan, China can grow "healthily", not too fast and not to slow. And Japan, will have more and more opportunities: send your people to China, and earn the money from Chinese. Transport the technology to China and develop more advanced ones. It's like the Japan is the brain, and China is the hands. When brains and hands working together, you will be able to stand up and know where you are going.
