先日カナダのオタワで起きた銃撃事件について、カナダという国の多民族性、移民国家という側面から今後の対策を考察しました。

  A man fatally shot a soldier at Canada’s National War Memorial before being killed inside the country’s Parliament building on October 22, 2014. According to CNN, the 32 years old shooter Michael Zehaf-Bibeau was a misfit and perhaps mentally ill. His troubled and transient past included robbery and drug offenses. Also, State police recently confiscated his passport because he suspected that he participated in ISIS, because in recently days he changed his religion to Islam. As one of the biggest multicultural countries in the world I believe that Canadian government needs to rethink it’s the security system to protect a national safety. The nation’s total immigrant population reached a record 6,775,800 in 2011. The immigrant population represents 20.6% of the total population which is the highest proportion among the G8 countries.

   Living in a multicultural society with people with different traditions and perspectives, encourages people communicate with each other. When people of different background communicate, they share ideas and perspectives, so everyone learns a new way to see the world. This communication leads to intercultural development. Being in a multicultural society also leads to a more open-minded population; people start to see situations from different point of view. Nowadays, multicultural societies exist in many advanced countries. I agree that multicultural country has many advantages.

  On the other hand, accepting many immigrants also has many risks. For example, it is natural that cultural or racial conflict happens in multicultural society. The Canadian government has to solve these problems to protect national safety. I would propose to create three additional rules of immigrant policy for protecting national safety in Canada. First, the Canadian government should introduce “My Number System.” This system requires all Canadian citizen to have a card, which contains the information of their fingerprint and address. Also, the security camera can track and identify people on the monitor by reading the information of “My Number Card.” The goal of the system is that the state police can watch the citizens all the time and find suspicious activity immediately. Second, to decrease the risk of crime caused by mental illness, people who want to become a Canadian citizen have to be evaluated to rule out mental disorder. If they are diagnosed with a mental disorder they have to receive adequate treatment to obligate the risk. Third, people who become a Canadian citizen have to volunteer in local community at least once a month for one year. The goal of this policy is to avoid the immigrant creating an isolated ethnic community and encourage them to get closer to their local Canadian neighbors. Isolating small immigrant communities has a risk to build a dangerous mind. The risk would be resolved by keeping in touch with their neighbors constantly.

  These new policies above are effective to solve the problem caused by accepting immigrants. In my opinion, these immigrant problems is not only Canadian agenda, but also people who living in this globalized world. What our society has to think about is to know more about immigrant problem and creating a better society for people from different nationalities.
