これを英語で言うと、前者は in accordance with the Constitution や act according to the Constitution、後者は hijack the Constitution。
後者に関する例文： While Japan's new emperor vowed to "act according to the Constitution", Japan's Prime Minister Abe always tries to hijack it. （新天皇陛下が「憲法にのっとり（則り）」と宣誓した一方で、首相である安倍某は常にそれ（憲法）を乗っ取ろうとしている）
