為表達全国各族人民對四川汶川大地震遇難同胞的深切哀悼，国務院決定，2008年5月19日至21日為全国哀悼日。在此期間，全国和各駐外機構下半旗致哀，停止公共娛樂活動，外交部和我国駐外使領館設立吊唁簿。5月19日14时28分起，全国人民默哀3分钟，屆時汽車、火車、艦船鳴笛，防空警報鳴響。
Several Chinese embassies and consulates Monday morning flew their national flags at half-mast in mourning for victims of the May 12 earthquake in Sichuan province, China.
Beijing's flag-raising ceremony began at 4:57 a.m. this morning in Tian'anmen Square. The flag was then lowered to half-mast. All national flags in China and at overseas Chinese institutions will be flown at half-mast during the three-day mourning period from today (Monday) to Wednesday. All public entertainment has also been cancelled. Condolence books will be opened at the Foreign Ministry and China's embassies and consulates worldwide.
The nation will observe three minutes of silence starting from 2:28 p.m. on Monday, exactly a week after the quake struck. Cars, trains and ships are to sound their horns.
