今回は韓国の話題。レイバーノーツの６月号、Dan DiMaggio さんの記事から。
Korean Union Leader Freed
Korean Conference of Trade Union ex-president Han Sang-gyun was released on parade May 21, after two and a half years in jail on charges related to 2015’s mass protests against the Park Geun-hye government. Park, the daughter of a dictator, was ousted from office in March 2017 by the Candlelight Revolution, four months of weekly mass demonstrations attended by up to two million people at a time. She has since been sentenced to 24 years in jail for corruption.
Han and former KTCU secretary Lee Young-joe received a Troublemakers Award at this year’s Labor Notes Conference. Since they were in prison, two KCTU representatives accepted the award on their behalf. Lee is still in detention, awaiting a June jury trial. Jang Ok-ki, president of the Korean Construction Workers Union, is also in detention for organizing a massive demonstration for the rights of construction workers.
Han has vowed to return to organizing. “I will be one of the numerous organizers who work with unorganized, low-paid, and precarious workers to increase union density up to 30 percent and union membership up to six million,” he said. Two million South Korean workers — 10 percent of the workforce — belong to unions.

韓国の労働組合のリーダー、解放される
全国民主労働組合総連盟（民主労総KTCU）の前委員長だったハン・サンギュン氏が５月２１日仮釈放された。ハン氏は２０１５年の朴槿恵政権に対する大規模な抗議運動を組織したとして２年半にわたり拘置されていた。朴前大統領は、独裁者（朴正煕元大統）の長女であり、２０１７年のキャンドル革命で政権の座を追われていた。4ヶ月間、毎週行われたデモには最大で２００万人が参加した。朴前大統領はその後汚職の罪で懲役２４年の刑に処せられた。
ハン氏と民主労総の前事務局長のリー・ヤンジュ氏は、今年のレイバーノーツ大会でトラブルメーカー賞を受賞した。両氏はともに拘置されていたため、民主労総の代表2名が代理して賞を受け取った。リー氏は現在も拘留中であり、６月の陪審を待っている。建設労働組合の委員長のジャン・オッキ氏も建設労働者の権利を求める大規模なデモを組織したとして同様に拘留中されている。
ハン氏は組織化の運動に戻ると宣言している。「私は未組織の労働者、低賃金で不安定な労働者たちとともにたたかう数多くのオーガナイザーの1人です。労働組合の組織率を30パーセントまで引き上げ、６００万人の労働組合を作ります」とハン氏はいう。現在の韓国の労働者の２００万人が労働組合に所属し、組織率は１０パーセントである。

＜コメント＞
2015年に大阪労働者弁護団のみなさんと韓国の労働弁護士（民弁の労働部）との共同研究会に参加しにソウルを訪れました。民主労総のよびかけた大規模なデモが行われ、夥しい数の警察車両がデモの進路を塞いでいました。デモの先頭に対して放水車が放水を行い、69才の農夫が昏倒しました。
このときすでにハン委員長にはすでに逮捕状が出ていました。その後2016年に、ハン氏は懲役5年という厳しい判決をうけ服役しました。
２０１７年9月に再度ソウルを訪ねました。パククネはすでに弾劾され政権を追われ、汚職の罪で懲役２５年の判決を受けました。
ハン氏の今後の活躍が楽しみです。
