日は、英語版のサイトの "Riding Trains" の"Shinkansen"ページに新しい大型荷物のルールのお知らせを追記しました：

東海道、山陽そして九州新幹線では、5月20日から、荷物の３辺の合計が160cm以上250cm以下の荷物については、各車両の最後列の座席を予約すれば、座席と車両後部の壁との間のスペースに無料で荷物を置けるというルールになります。
最後列の座席を予約せずにこの場所に荷物を置くと、1,000円の支払いが必要で、荷物は車掌さんが管理する事になるそうです。
ちなみに、３辺の合計が250cmを超える荷物は車内に持ち込めません。
160cm以下の荷物は荷物棚に置いてくださいというアナウンスがされています。

On May 20, 2020, the new Luggage Policy becomes effective.
The new luggage policy requires a passenger with 160cm to 250cm of the overall dimensions to make a seat reservation at the last row of a car. Then, your oversized luggage can be placed at the room between the seats and the wall at the end of the cabin. Please refer the top picture.
For the luggage less than 160cm of the overall dimensions, JR advises to put your luggage onto luggage racks above windows.
This policy will be applied to the Tokaido-Shinkansen, Sanyo-Shinkansen and Kyushu-Shinkansen Lines.
