Japan had closed the country in the Edo Age from 1633. In 1853, Edo Bakufu, Japanese feudal government headed by a Shogun, had a contract with Unites States, United Kingdom, Netherlands, France and Russia to open five harbors including Kobe. Edo Bakufu allowed foreigners of these five nations to live in a designated foreign settlement of each harbor.
Foreign Settlement in Kobe was one of foreign settlements opened in 1868.
