Sonia was tutored into doing her spin attack. It's an ability she had to work at before she could use it. Sonic's always been fast; he never had to try to be. The Oracle took their powers away, but because Sonia's spin attack was something she'd worked at, it's less of a power than it is a skill, so wasn't removed. Besides, you can't leave them TOTALLY defenseless, or they'd get themselves killed.
