Urgent Appeal to Address Systematic Persecution and Brutality Against Minority Youth in Bangladesh |

Details available at HRCBM Site On behalf of the Human Rights Congress for Bangladesh Minorities (HRCBM), I am compelled to urgently bring to your attention the distressing persecution of minority youth in Bangladesh, including violent abuse and fabricated blasphemy accusations orchestrated through hacked social media accounts. These incidents reflect a systemic abuse of Bangladesh’s Digital Security Act (DSA), often targeting young, vulnerable individuals without forensic investigation and subjecting them to brutal treatment.
The Case of Utsav Mondal as a Disturbing Precedent This is not an isolated incident. In a recent similar case, 17-year-old Utsav Mondal was nearly lynched by a mob under accusations of blasphemy in the presence of law enforcement officials. Although Bangladesh’s Directorate of Inter Services Public Relations (ISPR) claims that Utsav remains alive, his family and advocates have yet to receive confirmation of his condition, as authorities refuse to present him publicly or provide updates. These incidents reveal a troubling pattern in which minority youth, particularly Hindu individuals, are targeted, silenced, and persecuted through manipulated digital content. Instead of seeking out and prosecuting those who commit these malicious hacks, law enforcement focuses on detaining and intimidating minority youth, fostering an environment of fear and systemic discrimination. For details about Utsav, please visit at https://www.hrcbm.org/wp-new/
We implore the global community of NGOs and human rights organizations to stand with us in the following demands to the Bangladeshi government and international bodies:
These incidents highlight a troubling pattern of persecution that requires immediate international intervention. We urge each of your organizations to amplify this call, engage with your networks, and press the relevant bodies and governments to take decisive action to protect Bangladesh’s minority populations. Together, we can raise a powerful, unified voice to protect the rights and lives of those who face such injustices.
Mr. Dhiman D Chowdhury, President
