Informal plenary meeting of the General Assembly on the existential threats of sea-level rise amidst the climate crisis

The President of the UN General Assembly will convene an informal plenary to hear from and engage with eminent speakers on the existential threats of sea-level rise amidst the climate crisis. The briefings by the eminent speakers will be followed by an interactive discussion on how the United Nations and the international community should support Member States threatened by sea-level rise to protect their statehood, as well as safeguard their culture and heritage.
As the climate crisis deepens, low-lying countries are already witnessing significant portions of their territory being rendered uninhabitable, and some even facing the prospect of complete inundation from rising sea level. This emergency is particularly imminent and acute for Small Islands Developing States, notably in the Pacific. In this regard, many Member States have also expressed serious concern that sea-level rise not only threatens their statehood and rights but also the livelihood, culture and heritage of their peoples.
Ahead of the Pacific Islands Frum (PIF) Leaders Meeting in November, the 28th United Nations Climate Change Conference (COP28) in November-December and the 4th International Conference on Small Island Developing States (SIDS4) next year, the informal plenary meeting is timely in galvanizing political action and advancing priority issues on the agenda of UN General Assembly such as climate action and climate financing, including by recognizing the unique and special circumstances of the SIDS.
The meeting will be open to Member States and Observers of the UN GA as well as NGOs in consultative status with ECOSOC.
気候危機の中での海面上昇の存続の脅威に関する総会の非公式本会議

国連総会議長は非公式プレナリーを招集し、気候危機の中での海面上昇の存続の脅威について著名な講演者から意見を聞き、意見交換する予定です。 著名な講演者によるブリーフィングに続いて、国連と国際社会が、国家としての地位を守り、文化や遺産を保護するために、海面上昇の脅威にさらされている加盟国をどのように支援すべきかについて、対話型のディスカッションが行われます。
気候危機が深刻化する中、低地諸国ではすでに領土のかなりの部分が居住不能になっており、中には海面上昇による完全な浸水の可能性に直面している国もある。 この緊急事態は、特に太平洋の小島嶼開発途上国にとって特に差し迫った深刻なものです。 これに関連して、多くの加盟国も、海面上昇が国家としての地位や権利を脅かすだけでなく、国民の生活、文化、遺産を脅かすことに深刻な懸念を表明している。
11月の太平洋諸島フラム（PIF）首脳会合、11月から12月の第28回国連気候変動会議（COP28）、来年の第4回小島嶼開発途上国国際会議（SIDS4）を前に、今回の非公式総会は時宜を得たものである。 政治的行動を活性化させ、SIDS特有の特別な状況を認識することなどを通じ、気候変動対策や気候資金調達などの国連総会の議題の優先課題を推進することにおいて。
この会議には、国連総会の加盟国およびオブザーバーのほか、ECOSOCと協議中のNGOも参加できる。
