●州法と連邦法
・州のストーキング法
50の州すべて、ならびにさまざまな自治領ではストーキングを犯罪として認めており、それに対する法律を定めています。
2012年の時点で、ストーカーに対して民事訴訟に持ち込むことが許された被害者はたった13の州においてだけでした。
以下がその州です。
アーカンソー州、カリフォルニア州、ケンタッキー州、ミシガン州、ネブラスカ州、オレゴン州、ロードアイランド州、サウスダコタ州、テネシー州、テキサス州、バージニア州、ワシントン州、ワイオミング州
被害者はストーキングに関する州法を確認することができます。
・連邦ギャングストーキング法
ギャングストーキングに対して特定の連邦法はありませんが、合衆国法典第18編241節では市民の法律上、憲法上の権利を否定する、複数の人物による犯罪実行の申し合わせに言及しています。
複数の人物による犯罪実行の申し合わせは2人もしくはそれ以上の人物による計画、または非合法的なふるまいに関わることとされています。
該当する法令は罰金かつ/または最高10年の禁固刑を以って罰せられるべきであるとしています。
犯行の結果、（被害者が）死亡した場合は刑罰は重くなります。
・統一犯罪白書一覧（米国連邦捜査局（FBI）が毎年発表する米国内での犯罪に関する報告書）
何百もの警察当局筋による犯罪統計値を集計したところ、犯罪は主に下記8つの項目に分類されました。
殺人と非過失致死、強姦、強盗、加重暴行、侵入窃盗、置き引き、自動車の盗難、そして放火。
これらの項目の内5つは財産を取り扱ったものであることに注目してください。
読めばわかる通り、ストーキングと電子拷問の項目、またはそれらの犯罪が従属すると思われる項目はありません。

State Stalking Laws
All 50 states as well as the various territories recognize stalking as a crime and have laws against stalking. As of 2012, only 13 states allowed victims to bring civil suits against their stalkers. Those states are the following: Arkansas, California, Kentucky, Michigan, Nebraska, Oregon, Rhode Island, South Dakota, Tennessee, Texas, Virginia, Washington, and Wyoming. Targets may want to check their state laws concerning stalking.
Federal Gang Stalking Law
Although there is no specific Federal law against gang stalking, USC18, Section 241 refers to a conspiracy to deny a citizen his legal and constitutional rights. A conspiracy refers to two or more persons planning or committing an unlawful act. The referenced statute makes that conspiracy punishable by a fine and/or up to ten years of imprisonment. The penalty is greater if the conspiracy results in a loss of life.
The Uniform Crime Reporting (UCR) Program
Collects crime statistics from hundreds of law enforcement sources. Those crimes are categorized under eight main headings: murder and non-negligent manslaughter, rape, robbery, aggravated assault, burglary, larceny-theft, motor vehicle theft, and arson. Notice that five of those categories deal with property. As the reader can see, there is no category for stalking and electronic assault or any category under which those crimes might be included.
