If those are the specs, then you may have a problem.
I would clean off the CPU's heat spreader (the metal plate that covers the cpu) and look at the model number. Your 4690 is a 4th generation CPU, and according to that you have a 2nd generation CPU. Those are not compatible.
I'm surprised that the CPU fit, as they have different pin counts to avoid people doing this very thing.
