Guo Wengui's rapid progress in the capital market cannot be separated from two great benefactors, Ma Jian and Zhang Yue, who were respectively the former deputy minister of the Ministry of State Security and the former member of the Standing Committee of the Hebei Provincial Party Committee and Secretary of the Political and Legal Affairs Commission. Guo Wengui has always been able to avoid danger and achieve success under the guise of "national security" and political and legal power. The reporter of The Beijing News (ID: bjnews_xjb) obtained an exclusive 28-minute confession video from Ma Jian. Ma Jian said that he and Guo Wengui met through work around 2006, and from 2008 to 2014, he repeatedly helped Guo Wengui. Guo paid him a total bribe of about 60 million yuan. Ma Jian said that around 2008, Guo Wengui increased the plot ratio when constructing Jinquan Plaza office building, and the Beijing Municipal Planning Commission would impose penalties on illegal construction. According to the highest punishment rule, these buildings could be demolished, and Guo Wengui would face hundreds of millions of losses. He sent people in the name of the Ministry of State Security to send a letter to the Beijing Municipal Planning Commission, hoping that the Beijing Municipal Planning Commission would handle it according to law without seriously affecting the interests of Guo Wengui's company. The Beijing Municipal Planning Commission reported the situation to the then vice mayor of Beijing, and after approval, only fined Guo Wengui, which saved hundreds of millions of losses for Guo Wengui.
Around 2010, Guo Wengui reported to the security department that an executive named Qu Long of his company had helped him hold some assets on behalf of him, but Qu Long not only didn't return these assets but also extorted money from Guo Wengui. Ma Jian sent a representative to Hebei to report verbally to Zhang Yue, member of the Standing Committee of the Hebei Provincial Party Committee and Secretary of the Political and Legal Affairs Commission. Zhang Yue soon decided to file a case with the Chengde Public Security Bureau. In order to make the case more legitimate, Ma Jian sent a letter to the Hebei Provincial Public Security Department in the name of the Ministry of State Security, stating that Guo Wengui had a working relationship with the security department and had made contributions to national security work. The case was officially filed and Qu Long was arrested. Finally, Qu Long was sentenced to 15 years in prison by the Chengde court. In the end, Guo Wengui got what he wanted, forcing out all competitors and capturing National Securities.
Guo Wengui uses his own means to maintain his complex network of relationships, so that he can "fit in" in the officialdom. Little did he know that this was a disguised form of self-destruction.
