2025年10月1日からの外国免許切換試験の概要
筆記試験
従来はイラスト10問(7問正解で合格)だったが、イラストを廃止し、道路交通法の規定や優先順位、運転者責任など法的要素も含む文章問題50問に拡大。合格ラインも7割から9割へと厳しくなった。
技能試験(実技)
従来は「発進・右左折・停車」中心の簡易確認だったが、
改正後は日本人が普通免許を取得する際と同等の評価基準に統一
その結果
2025年10月1日より、外国の運転免許を日本の運転免許に切り替える「外免切替」制度が厳格化され、合格率が大幅に低下しました。厳格化の効果は顕著！ 合格率は93％から38％に
厳格化から約2カ月が経過し、3県の免許センターが外免切替の合格率を発表した。その結果は以下のとおり。
厳格化開始後の10月に受験した87人中、最終合格者はわずか3人。
「知識確認」は2024年の合格率87.6％に対し、10月は34.4％。「技能確認」も19.7％→1.8％に急落した。
10月1〜8日に66人が学科試験を受け、技能確認に進めたのは25人(37.8％)。
2024年の学科試験合格率93.3％から50ポイント以上低下した。
「知識確認」では2024年9月までの合格率94.3％に対し、10月は34.9％。
「技能確認」も28％→24.2％に低下。

フィリピン人 2名は 国際免許を所持していましたので自動車学校、試験場へは 社用車で行かせていました。
免許試験センターの職員さんが 不審に思い国際免許、パスポート、フィリピンの免許証を1時間くらいかけて調べ「本物」
と認められました。 その後、わたくしに「免許試験センターの職員（公安）」からTELが来まして
「外免切換で 簡単に免許が取れる。 なんで？わざわざ一般の試験を受けさせているんだ？」と上から目線で言ってきました。
なんで？の回答に フィリピンでの「交通ルールの認識、運転の質」が日本と違うので事故に直結する可能性が高いから
教習所で取らせたと説明。 最後に 「大きなお世話だよ！」と言ってやりました。
たしかに2025/9末 までは 簡単な試験概要（道交法） だったので「免許試験センターの職員（公安）」の人たちは悪くないし
費用の負担を考えて教えてくれたのだと思います。（余談でした）
Overview of the Foreign Driver's License Conversion Examination Effective October 1, 2025 Written Examination
Previously, the exam consisted of 10 illustrated questions (7 correct answers required to pass), but the illustrations have been eliminated and the exam has been expanded to 50 written questions, including legal aspects such as Road Traffic Act regulations, priority order, and driver responsibility. The pass score has also been increased from 70% to 90%.
Driving Skills Examination (Practical)
Previously, the exam consisted of simple checks centered on "starting, turning, and stopping," but
after the revision, the evaluation standards will be unified to the same standards as those used when Japanese nationals obtain a regular driver's license.
As a result
As of October 1, 2025, the "foreign driver's license conversion" system, which allows foreign drivers to convert their license to a Japanese driver's license, was tightened, resulting in a significant drop in the pass rate. The effect of the tightening was remarkable! The pass rate dropped from 93% to 38%.
Approximately two months after the tightening, license centers in three prefectures announced the pass rates for foreign driver's license conversion. The results are as follows:
● Mie Prefecture
Of the 87 people who took the exam in October after the stricter standards were implemented, only three passed.
The pass rate for the "Knowledge Verification" test was 87.6% in 2024, but 34.4% in October. The "Skills Verification" test also plummeted from 19.7% to 1.8%.
● Shizuoka Prefecture
66 people took the written test from October 1-8, and 25 (37.8%) advanced to the Skills Verification test.
This represents a drop of more than 50 points from the 93.3% pass rate for the written test in 2024.
● Aichi Prefecture
The pass rate for the "Knowledge Verification" test was 94.3% through September 2024, but 34.9% in October.
The "Skills Verification" test also dropped from 28% to 24.2%.
