An expert in policing white collar crime says it's a good bet an RCMP investigation into a local construction company's dealings with city officials will unearth revelations of fraud or collusion.


Garry Clement, who spent 30 years with the RCMP, including as the national director of its proceeds of crime program, said the mere fact the RCMP has turned its review of the police headquarters scandal Authentic Cameron Heyward Jersey into an investigation is the first sign something big could be looming.


"For the RCMP to enter into a criminal investigation, there has to be some grounds that a criminal offence has occurred," Clement said. "It can't be just 'we're looking at it for the sake of an Ben Roethlisberger Steelers Jersey audit on the overruns.' To get police involved, there has to be some information available that there could be a criminal offence."


Manitoba RCMP were at the offices of Caspian Construction Thursday for the second straight day, which Clement said in itself is rare. Clement said that could be an indication officers found something on Wednesday that caught their eye.


"Obviously they got something that required them to go back in," he said. "You can get a warrant that allows you multiple entries. Those are rare as a rule. They gleaned something that has required them to go back in looking for some specific information."


Clement said if criminal charges are pursued in cases like this, often they are breach of trust and fraud charges when levelled at government officials.


Coun. Jenny Gerbasi, among the outspoken voices for a review going back nearly a year, said there's no joy in seeing the case unfold.


"I'm glad we took the steps we did. Obviously it's not a happy day of any kind," she said. "Some things you would like to be proven wrong on. In this case the most important thing is to get to the truth. It's positive that they're getting to the bottom of this hopefully. Maybe we'll get some real answers and accountability."


In addition to the HQ contract, Caspian won city contracts for the Kenaston snow dump site and Winnipeg Transit garage, which was valued at $20.6 million.


Gerbasi said she's had concerns over the process since the beginning, but stopped short of red flagging Caspian specifically.


"I think we have to let the investigation take its course," she said. "We have to have enough evidence before we can make those kinds Franco Harris Steelers Jersey of decisions."
