Japan’s transport ministry has drafted草案作成 guidelines aimed at shortening long lines at women’s restrooms.

Right. In the U.S., we also use the phrase “kind of” a lot. It basically means “to some degree” or “in a way.” So it’s a common way to soften what we’re talking about and make it less exact.
