Contractors
across the engineering sector have said they do not agree with the current
approach of blacklisting of some of the contractors by government.
Speaking during the Association of Electrical and Mechanical Contractors
of Botswana (AEMCB) annual general meeting last week, vice chairperson of
Association of Consulting Engineers Botswana (ACEB), Kabelo Motswagole said it
is unfair for their members to be blacklisted without disclosing the criteria
used to do so.
“They do not disclose to us the criterion of

How do we tell that the
blacklist is fairly judged? They should also clear up the procuring system and
do away with the tendency of going for cheap contractors,” he said. Motswagole
advised all Associations in the sector to ensure that their bodies are fully
empowered to avoid being blacklisted.

Gakelebotse shared Motswagole’s sentiments; “We also adopt the ACEB stance that
we want to be involved in the adjudication processes. We want to know the

they have since notified the PPADB of their intention to be involved in the
adjudication process.

also serves as AEMCB treasurer, noted that there has not been much detail
provided therefore; “We need to know what their judgement is based on and also
know where our members (who have been blacklisted) have gone wrong as we know

Both Associations have also called for self regulation as they strongly
believe that government will not be able to regulate the industry. The AEMCB has
also raised issues that there is often delay in payments from the domestic
contractors. As it is often a relationship between the contractor and the
sub-contractor without the intervention of the procuring entity, it is often a
hindrance to then get payments from the main contractor as they often run away
with the money.
Meanwhile, in his state of the nation address early this
month, President Ian Khama said government has had to take strong action in the
face of the failure of a number of priority projects to be delivered on time and
according to specifications.
“During 2012 the enforcement of adherence
to the contracts has resulted in the levying of Liquidated and Ascertained
Damage amounting to over P65 million and termination of two contractors. Project
close out or end activity reports are being submitted to PPADB to enable them to
act on cases calling for de-registration, suspension and blacklisting of
contractors or consultants who performed below the expected standards,” Khama
stated.
In his earlier briefings with the media, Minister of
