Japan's Kataoka, who finished third in last month's Indonesia Masters, sank five birdies, all on the back nine.
"I putted really well today. I'm glad I was able to pick up form from the last event," said Kataoka, whose third in Indonesia was his best performance so far on the Asian Tour.
"I'm happy to be among the leaders and I look forward to the next three days where, hopefully, I can remain in contention," added the 24-year-old Japanese.
