2024年06月09日国民投票の結果を考える

今回の国民投票は、郵便投票の封筒の数が減り、低投票率が際立ったと報じられ
た。各議案の概要は弊誌Vol. 222 でお伝えしているので、乞参照。

1． 国民発議「健康保険料10％上限イニシアティブ」社会民主党主導
前回、「13ヶ月目の国民年金（13．AHV Rente）」支給が国民投票で承認され
て、勢いに乗った左派「社会民主党SP」にとって、低投票率は、今回の議案の命
取りになるかもしれないと6月6日「20分紙」は報じた。
結果は反対多数で否決された。
内訳は、国民の賛成が44.53％、反対が55.47％。
賛成多数のカントンは8、反対多数のカントンは18。
投票率は45.42％
2． 国民発議「医療費抑制」中道党主導
投票日直前の6月7日SRFは、調査機関gfsbernのルーカス・ゴルダー共同責任者
に、gfsbernが実施した第2回SRG世論調査の分析を報じた。
6月9日の投票率は、3月の「13ヶ月年金支給イニシアティブ」よりも大幅に低い
48％。3月の投票率は58.3％だった。
現行案への投票率が低い理由は、保険料が上がり過ぎているにもかかわらず、医
療政策が複雑になり混乱していること。救済措置や個人の保険料減額は州によっ
て異なり、誰が恩恵を受け、誰が負担するかを見積もるのが困難であること、が
挙げられた。
結果は反対多数で否決された。
内訳は、国民の賛成が37.23％、反対が62.77％。
賛成多数のカントンは5、反対多数のカントンは21。
投票率は45.37％
3. 国民発議「自由と身体の物理的完全性」（ワクチン強制停止イニシアチブ/
Stopp-Impfpflicht-Initiative）
通称「自由のイニシアティブ」と称されるこの発議は、予防接種に反対する「自
由運動スイス（Freiheitliche Bewegung Schweiz）」の発議に保守政党SVPが支持
した。
コロナパンデミックの措置で、人々の自由が制限され、社会生活に参加できなく
なる経験から組織を立ち上げたという経緯がある。
反対派は、自由イニシアチブが明確な法的根拠を明記しないことを批判した。
一市民としては、予防接種の反対を前面に出さなかったので、意図が抽象的にな
り、主旨が浸透しなかったという印象だ。
結果は反対多数で否決された。
内訳は、国民の賛成が26.27％、反対が73.73％。
賛成多数のカントンはゼロ、反対多数のカントンは26。
投票率は45.34％
4. 連邦法「再生可能エネルギーに依る安全な電力供給
（エネルギー法及び電力供給法改正）
「再生可能エネルギーの安全な電力」のキャッチフレーズに大金を注ぎ込んだ経
済団体「エコノミースイス」のキャンペーンが奏功した。
結果は賛成多数で承認された。
内訳は、国民の賛成が68.72％、反対が31.28％。
賛成多数のカントンは26、反対多数のカントンはゼロ。
投票率は45.39％。
主要政党の中で法案に反対したのは、保守の「スイス国民党（SVP）」のみだっ
た。
有権者の「再生可能エネルギーの安全な電力」という謳い文句と議案に対する認
識不足がこの結果を生んだのではないかと疑っている。
太陽光パネルを大自然に張り巡らせれば環境を汚染する事、風力発電の人体及び
動物への悪影響に関する情報不足が、メディア報道から感じられる。
「ヴェルトヴォッヘ誌」の2024年6月5日付23号「楽園の風車」という記事が目を
惹いた。
概要を引用すると、
米国の風力タービンの下で長年暮らしていたIT専門家で写真家、元緑の党の支持
者ライナー・エグレ夫妻が、耐えられなくなってスイスに戻った。風力タービン
の下で暮らすことがどのようなものかを身をもって体験した彼等は、絶え間ない
風車の音は、まるで着陸しない飛行機のようだと言う。寛ぎの別荘を売りたいと
思ったが、何年も買い手が付かない。
「現行エネルギー法に反対の会」
「風力タービンは景観をどう変えるか」

スイスは風の強い国ではないし、ツューリヒは風の強い州でもない。それなの
に、ツューリヒ州建築局は2022年秋、風力発電の拡大計画を発表した。120基の
タービンが建設される予定で、その内の1基がエグレ家から600メートル程の所に
在る。
現在、電力法に反対する運動をしているエグル氏にとって、最大のショックは
「緑の党」と「緑の自由党」が風力発電のための森林伐採を支持している一方
で、ブラジルがアマゾンを伐採していることを非難していること。そして、風力
発電に反対している政党が保守のSVPであることに気付いたという。

ところが、圧倒的多数で承認された後になって、「エネルギー法及び電力供給法
改正」に不都合な事実があることが報じられた。
概要は、弊紙の姉妹誌「Weekly Swiss News Headlines No. 1009 - June 21,
2024」の「配電網の拡大なくしてエネルギー転換なし」で紹介した。
送電網がボトルネックになりつつあるので、、太陽光発電の電力を収集・送電す
る地域の電力網の強化が先決問題だというのだ。新たな変電所や送電線の設置に
は承認が必要で、異議申し立てがあれば計画全体で更に時間がかかる。新しいプ
ラントが接続される迄に、数週間どころか数カ月、数年かかることさえある。太
陽光発電パネルだけを張り巡らせても電力供給は果たせない、という非情な現実
が突きつけられている。
2024年7月5日付ターゲス・アンツァイガー紙他複数メディアが「ソーラーエキス
プレスが減速 - 今度は連邦政府が救う」という表題で、環境保護団体がアルプ
ス最大のソーラーパークの建設を阻止しようとしていると報じた。これは一例に
過ぎず、各地の「ソーラー・エクスプレス計画」に異議申し立ての動きが出てい
る。経緯を見守る必要がある。
【総論】
有権者は日々の暮らしで忙しい。仕事、学業、家事、育児等で手一杯の日々を過
ごしている。従って、国会議員に比する見識が求められる国民投票の議案を、仔
細に検証し、考えを纏める作業に費やす時間と体力・気力が常に充分あるわけで
はない。
年金生活者だって家事負担、体調不良、孫の世話等々事情は様々有るので、国民
投票に関心を寄せていられる人ばかりではない。
それでも、時間を比較的自由に使える高齢者の投票率は高いと言われている。
高齢者が現役世代の政治を決定している、と言われる所以だ。
こういう庶民の事情を知ってか知らずか、国民発議をまるで自分達の権力行使や
宣伝手段のように利用する左派陣営の思惑が、今回の投票結果に表れたと見てい
る。
国民投票制度を直接民主制の重要な手段と考えているので、乱用されては困ると
いう思いがある。費用もかかり、政府や官僚の手も割かれる。より適切な制度設
計にする必要性を感じている。

今回の国民投票は、4議案共実施されなくて済む議案だったと思う。
それでも、9月22日には2議案の国民投票が、11月24日には、4件の連邦法につい

The Popular Vote was reportedly marked by a low Turnout of Voters, and
with fewer postal Ballot Envelopes.

1．Popular Initiative "Health Insurance Premiums capped at 10% of Income
(Premium Reduction Initiative)" [Premium Relief Initiative] by Social
Democratic Party (SP).
By the leftist "Social Democratic Party SP", which gained Momentum last
time when the "13th Month National Pension (13. AHV-Rente)" Payment was
approved in a Popular Vote, low Turnout of Voters may prove fatal for
this Initiative, reported the "20 Minuten" Newspaper of June 6, 2024.

The Popular Initiative was rejected by a Majority of Opposition Votes.
The Breakdown was 44.53% in Favor (YES) and 55.47% Against (NO).
The Share in Favor is 8 Cantons and the Majority Against is 18 Cantons.

2．Popular Initiative "For lower Premiums a Cost Brake in the Health-
Care System (Cost-Brake Initiative)" (Kostenbremse-Initiative) by
Political Party Die Mitte.
On June 7, just before Polling Day, SRF-News reported on an Analysis of
the second SRG-Poll conducted by GFS Bern with Mr. Lucas Golder, Co-
Director of the Research Agency GFS Bern.

Turnout of Voters forecasted for June 9, 2024 was significantly lower
with 48% than for the "13-Month Pension Payment Initiative" in March.
Turnout of Voters in March 2024 was at 58.3%.
The Reason for the low Turnout of Voters for the current Initiatives is
the Complexity and Confusion of Healthcare Policy, despite the Fact that
Premiums are rising too high. Bailout and individual Premium Reductions
varied from State to State (Canton to Canton), making it difficult to
estimate who would benefit and who would bear the Burden, were cited as
Reasons for the low Turnout of Voters.
The Popular Initiative was rejected by a Majority of Opposition Votes.
The Breakdown was 37.23% in Favor (YES) and 62.77% Against (NO).
The Share in Favor is 5 Cantons and the Majority Against is 21 Cantons.
Turnout of Voters was 45.37%.
3. Popular Initiative "For Freedom and Physical Integrity"
(Stop Compulsory Vaccination Initiative)
The Initiative, commonly known as the "Freedom Initiative", was
supported by the Conservative Party SVP; the Initiative was launched by
the Freedom Movement Switzerland (Freiheitliche Bewegung Schweiz), which
is against Vaccination.
The Organisation was set up as a Result of the Experience by the Corona
(Covid-19) Pandemic Measures, which restricted People's Freedom and
prevented them from participating in Social Life.
Opponents criticised the Freedom Initiative for not specifying a clear
legal Basis. As a Citizen, my Impression is that because they did not
put their Opposition to Vaccination at the Forefront, their Intentions
became abstract and their main Point did not get across.
The Popular Initiative was rejected by a Majority of Opposition Votes.
The Breakdown was 26.27% in Favor (YES) and 73.73% Against (NO).
The Share in Favor 0 Canton and the Majority Against is 26 Cantons.
Turnout of Voters was 45.34%.
4. Federal Act on a Secure Electricity Supply from
Renewable Energy Sources (known also as Strom-Gesetz)
The Campaign by Business Group EconomieSuisse, which poured huge Amounts
of Money into the Campaign-Slogan "Safe Electricity from Renewable
Energy Sources," was a Success.
The Federal Act was accepted by a Majority of Votes.
The Breakdown was 68.72% in Favor (YES) and 31.28% Against (NO).
The Majority in Favor is 26 Cantons and the Share Against is 0 Canton.
Turnout of Voters was 45.39%.
Among the major Political Parties opposing the Bill was the Conservative
"Swiss People's Party (SVP)" only.
I suspect that this Result was due to the Voters' Lack of Awareness of
the Bill and its Slogan "Safe Electricity from Renewable Energy
Sources". From Media Reports, it seems that there is a Lack of
Information about how Installing Solar Panels in the Wild will pollute
the Environment, and about the adverse Effects of Wind Power on Humans
and Animals.
The Article "Windmills in Paradise" in the Magazine "Weltwoche", No. 23,
June 5, 2024, caught my Attention.

To quote from the Summary,
After Years of Living under Wind Turbines in the USA, IT-Expert,
Photographer and former Green-Party Supporter Rainer Egle and his Wife
returned to Switzerland because they could no longer stand it. Having
experienced first-hand what it is like to live under a Wind Turbine,
they say the constant Noise of the Wind Turbines is like a Plane that
never lands. They wanted to sell their relaxing US-Villa , but there has
been no Buyer for Years.

Switzerland is not a windy Country, and Zurich is not a windy Canton.
Yet the Zurich Construction Department announced Plans to expand Wind
Power in the Fall of 2022. 120 Turbines are planned to be built, one of
which is located about 600 Meters away from the Egle-Family House.
For Rainer Egle, who is currently Campaigning against the Swiss Secure
Electricity Supply Act, the biggest Shock was that the Green Party and
the Green Liberal Party (GLP) support Deforestation for Wind Power,
while Condemning Brazil for Deforesting the Amazon. He then discovered
that the Party, which opposed to Wind Power was the Conservative SVP
(Swiss People's Party). (End quote)
However, after the Bill was approved by an overwhelming Majority, it was
reported that there were some inconvenient Facts about the "Amendments
to the Energy Act and Electricity Supply Act."
The Details were introduced in our Sister Publication, "Weekly Swiss
News Headlines No. 1009 - June 21, 2024", in an Article titled "No
Energy Transition Without an Expansion of the Electricity Grid."

The Transmission Network is becoming a Bottleneck, so strengthening the
local Electricity Grid, which collects and transmits Solar Power, is a
priority Issue. Installation of new Substations and Transmission Lines
requires Approval, and if there are Objections, the whole Project takes
even longer. It can take Months, even Years, if not Weeks, for a new
Plant to be connected. The stark Reality is that Electricity Supply
cannot be fulfilled by just putting up Photovoltaic Panels.
On July 5, 2024, the Tages-Anzeiger Newspaper and other Media reported
under the Headline "Solar Express slows down this Time the Swiss Federal
Government comes to the Rescue" that environmental Groups are trying to
block the Construction of the largest Solar Park in the Alps.
This is just only one Example, and there are Movements to protest "Solar
Express Plans" in various Places. It will be necessary to keep an eye on
how this develops.

[General Remarks]
Voters are busy with their daily Lives. They have their Hands full with
Work, Schoolwork, Housework, and Childcare. Therefore, they do not
always have the Time, the Energy and the Stamina to spend on Examining
the Popular Vote Bills in detail and formulating their Ideas, which
require a Level of Insight comparable to that of Parliamentarians.
Not all Pensioners can afford to pay much Attention to the Popular Vote
Bills, as they are burdened with Housework, ill Health, looking after
their Grandchildren, etc.
Nevertheless, it is said that the Elderly, who have relatively more Free
Time on their Hands, have a high Turnout of Voters. That is why, it is
said that the Elderly determine the Politics of the Working-Age
Population.
Whether or not they are aware of these Circumstances of ordinary People,
the leftist Camp's Intention to use the People's Initiative as if it
were their own Exercise of Power or a Means of Propaganda is seen in the
Results of this Vote.
As I consider the Popular Vote System to be an important Instrument of
Direct Democracy, I do not want it to be abused. It is costly and it
divides the Hands of the Swiss Government and Bureaucracy.
I feel the Need to design a more appropriate System.

I believe that all Four of the present Popular Vote were Bills that did
not have to be implemented respectively presented for Voting.
Nevertheless, a Popular Vote of Two Bills is scheduled for the 22
September, 2024 and a Popular Vote on Four Federal Laws is scheduled
