各議案の概要は弊誌Vol. 234 でお伝えしているのでリンクを乞参照。
連邦政府発表の結果は以下の通り。
1）「現金イニシアチブ」は否決された。
国民： 賛成 45.61%、反対 54.39%
州 ： 賛成 9、反対 17、投票率 55.37%
「現金イニシアチブ政府対案」は承認された。
国民： 賛成 73.39%、反対 26.61%
州 ： 賛成 26、反対 0、投票率 55.37%
【私見】
「スイス自由運動」が主導したイニシアチブで、現金の使用制限はスイス国民と
州の両方からの承認を得て初めて課されるという条項を憲法に明記することを目
指していた。
スイス連邦政府と議会は、現金供給とスイスフランに関する新たな規定を憲法に
盛り込むための対案を提出し、最終的に承認されたのはこの対案だった。
国民発議も政府対案も実質的な内容に殆ど差は無かった。つまり、国民発議が政
府に自国通貨と現金流通の確保を憲法に明記させたことになる。
消費者雑誌「K-Tipp」の2026年3月25日付最新号に、「決済手段で現金利用に関
する誤った数字」という表題で、多くの報道機関が流布した現金の利用激減は事
実に反するという記事を掲載した。
根拠となったのは重大な欠陥のある調査だったというのだ。金融業界が出資した
調査「モニター」が独立した調査ではないことを明言した新聞は殆ど無かった。
この調査はクレジットカード業界とデジタル金融サービスプロバイダーが出資し
た！
近年の「スイス決済モニター」と比較すると、2025年に現金廃止を望まない回答
者は69%で、2022年のこの数字は61%、現金の人気が実際には高まっていることが
分かるという結論だった。国民投票の議案に関して、メディアが業界に買収され
ていた事になる。
2) 「SRGイニシアチブ」は否決された。
国民： 賛成 38.05%、反対 61.95%
州 ： 賛成 0、反対 26、投票率 55.80%
【私見】
この議案も、孤独な保守のスイス人民党（SVP）の発議が否決された。SRFの不都
合な実状を爆弾報道した「20分紙」が、2025年12月23日無料の紙媒体の配布を廃
止した影響は大きいと言わざるを得ない。特にパソコンやスマホで日々のニュー
スの視聴をしない、特に高齢世代に影響が出た筈。
2026年1月24日付ターゲス・アンツァイガー紙が、SRG半減イニシアチブ反対運動
には、総額数百万スイスフランが費やされていることを大きく取り上げた。反対
派は、予想外の方面から支援を受けていたというのだ。億万長者Fredy Gantner
が「SRGイニシアティブ」の反対キャンペーンに2万スイスフランを寄付してた。
彼はEU条約を巡る議論でスイス国民党（SVP）から相当な支持を受けながら、ス
イス放送協会（SRG）の問題では反対の立場を取ったということだ。
ガントナーは個人的にはSRGに対して批判的な見解を持ち、現在の料金体系が適
切かどうかについても議論の余地があり、「税金による資金調達の方が理にか
なっていると思う」と述べている。とは言え、SRG（スイス放送受信料制度）に
改革の機会がもう一度与えられることが重要で、「新しい橋を架ける前に、古い
橋を壊してはいけない」と言うのだ。
とは言え、SRGの運営機関がイニシアチブ委員会を財政的に支援していることは
既に知られていて、文化団体やメディア組合SSMからの寄付も反対委員会のウェ
ブサイトに記載されているとTA紙は報じた。ガントナーの言い分には釈然としな
い部分がある。いずれにせよ、国民投票では、資金力がものを言ったと言うこと
になる。
3) 「気候基金イニシアチブ」は否決された。
国民： 賛成 29.29%、反対 70.71%
州 ： 賛成 0、反対 26、投票率 55.56%
【私見】
コラムニストDavid Schnappは、Weltwoche誌に「安らかに眠れ、グリーンディー
ル」という見出しで、「欧州の主要自動車メーカーが電気自動車戦略を断念した
ことは、常識と現実主義の勝利と言えるだろう」との分析を以下の様に書いた。
世界最大級の自動車グループ、ステランティスの方向転換が、グリーンディール
を崩壊へと導いた。電気自動車の需要は期待された程伸びず、移行コストも高額
なので、電動化戦略を断念して、技術中立的なアプローチを採用することを余儀
なくされた。
欧州委員会は、気候中立大陸の実現を目指して、フォン・デア・ライエン欧州委
員長は2019年、「市民からの気候保護対策への切実な要求に応える」と欧州グリ
ーンディールを立ち上げた。
欧州委員会が「経済、エネルギー供給、運輸、産業の変革」と呼ぶこの構想は、
ヨーロッパをより持続可能なものにし、競争力のある経済を実現する筈だった。
しかし、特に自動車産業に於いて起こったことは、正反対の結果だ。例えば、
フォルクスワーゲンは2030年までにドイツ国内10拠点で3万5,000人の人員削減計
画を発表している。
大手企業の経営陣は、グリーン路線を成長軌道と捉えていたがそれは大きな誤算
だった。欧州の自動車メーカーが、燃費効率の高い内燃機関の分野で圧倒的なリ
ーダーだったのに、バッテリーなどの原材料も専門知識も持ち合わせていない技
術に注力したことは、当初からリスクの高い試みで、更に顧客のニーズも誤って
判断されていたというのだ！
さて、David Schnappが言う「常識と現実主義が勝利した」として、既存のグリ
ーンディールを未だに信奉する勢力が居ることに驚かされる。
2026年3月27日の日経新聞オンライン版に、「積水化学工業系、ペロブスカイト
太陽電池の販売を開始」という記事が出た。

「薄くて軽いペロブスカイト太陽電池は、従来のシリコン太陽電池に比べて、レ
アアースを使わない。主原料のヨウ素の生産量は日本が世界2位で、エネルギー
安全保障の観点からも期待されている。」と書かれている。
ウィキペディアには、「宇宙事業の利用で、ペロブスカイト型は太陽電池の最大
の劣化要因である放射線に対して極めて高い耐性があり、今後研究開発が進んで
高い変換効率と熱や光に対する耐久性が確保され、高い放射線耐性を兼ね備えた
低コストのフレキシブルペロブスカイト型が開発できれば、より過酷な環境下で
も探査できると考えられている。
但し、鉛特有の毒性を避けられない、ヨウ素等の原材料は紫外線などの外部環境
に依って劣化しやすい耐久性の難点も持つ。」とも書かれている。課題はあるも
のの、メガソーラーに代わる、家庭や事業所単位の身近なグリーンディールに方
向転換出来るのではないだろうか？いずれにせよ、原子力発電の再検討は御免蒙
りたい。
4) 「個人課税」は承認された。
国民： 賛成 54.26%、反対 45.74%
州 ： 賛成 11、反対 15、投票率 55.66%
【私見】
2026年3月28日付ターゲス・アンツァイガー紙は、「個人課税への賛成票にも
かかわらず 中央党は公平性に関するイニシアチブを堅持して、結婚による税制
上の不利益について再び国民投票を実施する」と報じた。
各個人がそれぞれ納税申告書を提出することになっている。一方、中央党のイニ
シアチブは、夫婦の所得を合算する。ブレギー中央党首は、「個人所得税とは異
なり、中央党のイニシアチブは単なる法律改正ではなく、連邦憲法改正を伴う」
と言う。
FDP（リヴェラル）、グリーンリヴェラル（GLP）、緑の党は、再度の国民投票の
実施を強く批判し、強制だと非難した。投票は秋に行われる可能性が高いと言わ
れているが、実施を疑問視する反対派が居る。
投票日直前のヴェルトヴォッヘ誌が、「個人課税制度に税務専門家が負の影響を
警告」と以下のように報じた。
特に問題なのは、共有資産とその収益の配分で、労働所得は概ね明確に割り当て
られるが、共有の銀行口座、有価証券口座、または不動産の配分は困難を極める
ことになる。
専門家達は、各州の懸念にも言及し、10の州が連邦法に対して住民投票を発動し
たのは、連邦国家の歴史に於いて異例のことで、州に依るこの広範な抵抗は、
「明確な警鐘」だ。
更に、殆どの州では、完全又は部分的な分割、特別税率、追加控除といった実績
のある手段を用いて、税法上の「結婚ペナルティ」を既に緩和、あるいは完全に
解消している。こうした理由から、専門家達は3月8日の投票で「反対」を推奨し
ていた。
反対票が多数を占めた州が15と賛成を上回った「個人課税」だったが、残念なが
ら承認されてしまった。
中央党のレフェレンダムが実施されるのを見守りたい。

「現金イニシアチブ」は内容に殆ど差が無い対案（連邦令）が出され、結果対案
が承認された。「SRGイニシアティブ」は、多くの有権者がSRGの実状を知ること
無く、現状が維持されることになった。「気候基金イニシアチブ」は、財政削減
が叫ばれる環境下で過剰な基金の要求に、ノーが突きつけられたのは良いとして
欧州委員会の現状認識の誤りが、未だ政策に反映出来ないのは問題だ。税の専門
家が警鐘を鳴らす「個人課税」が、承認されてしまった。頼みの綱は中央党の踏
ん張りだけという事態になった。議案が複雑で、多くの有権者は判断しかねてい
るようだ。今回の国民投票は、イニシアティブへの資金提供者達の陰の力が垣間
見えた。国民生活に資する目的とは乖離して、何やら支離滅裂の結果になったよ

The Results announced by the Swiss Federal Government are as follows:
1) The "Cash Initiative" was rejected.
Breakdown: 45.61% (YES) supported it, 54.39% (NO) opposed it.
Swiss Cantons: 9 (YES), 17 (NO), Turnout of Voters 55.37%
The "Government Counterproposal to the Cash Initiative" was approved.
Breakdown: 73.39% (YES) supported it, 26.61% (NO) opposed it.
Swiss Cantons: 26 (YES), 0 (NO), Turnout of Voters 55.37%
[Personal Opinion]
This was an Initative initiated by the "Freiheitliche Bewegung Schweiz"
(Libertarian Movement Switzerland) to enshrine it in the Constitution
that Restrictions on the Use of Cash can only be imposed with the
Approval of both the Swiss People and the Cantons. The Swiss Federal
Government and Parliament also presented a Counterproposal to
incorporate new Provisions regarding Cash Supply and the Swiss Franc
into the Constitution, and this was the one that was approved.
There was virtually no Difference in Substance between the Popular
Initiative and the Government’s Counterproposal. In other words,
the Popular Iitiative effectively compelled the Government to enshrine
in the Constitution the Guarantee of the National Currency and the
Circulation of Cash.
The latest Issue of the Swiss Consumer magazine "K-Tipp," dated March
25, 2026, published an Article titled "Misleading Figures on Cash Usage
as a Payment Method," stating that the sharp Decline in Cash Usage
widely reported by many Media Outlets is contrary to the Facts.
The Article stated that the Data used as the Basis for these Claims came
from a Survey with serious Flaws. Very few Newspapers explicitly pointed
out that the "Monitor" Survey, funded by the Financial Industry, was not
an independent Study. This Survey was funded by the Credit Card Industry
and Digital Financial Service Providers!
When compared to recent "Swiss Payment Monitor" Surveys, the Conclusion
was that 69% of Respondents did not want Cash to be abolished by 2025,
while this Figure was 61% in the Year 2022 suggesting that Cash is
actually growing in Popularity.
This implies that the Media had been bought off by the Industry
regarding the Referendum Proposal.
2) The "SRG Initiative" was rejected.
Breakdown: 38.05% (YES) supported it, 61.95% (NO) opposed it.
Swiss Cantons: 0 (YES), 26 (NO), Turnout of Voters 55.80%
[Personal Opinion]
This Initiative, too, was rejected after being put forward by the
isolated Conservative Swiss People’s Party (SVP). It must be said that
the Impact of the "20 Minuten" Newspaper which had published a Bombshell
Report exposing the SRF’s inconvenient Realities discontinuing the
Distribution of its Free Print Edition on December 23, 2025, was
significant. This likely affected the older Generation in particular,
who do not typically access Daily News via Computers or Smartphones.
The January 24, 2026, Edition of the Tages-Anzeiger (TA) prominently
reported that Millions of Swiss Francs (CHF) had been spent on the
Campaign opposing the SRG Funding Cut Initiative. It appears the
Opposition received Support from an unexpected Source. Swiss Billionaire
Fredy Gantner donated 20,000 Swiss Francs to the Campaign opposing
the "SRG Initiative." While he received significant Support from the Swiss
People's Party (SVP) during the Debate over the EU-Treaty, he reportedly
took an opposing Stance on the Issue of the Swiss Broadcasting
Corporation (SRG).
Fredy Gantner personally holds critical Views toward the SRG and
believes there is Room for Debate regarding the Appropriateness of the
current Fee Structure, stating, "I think Funding through Taxes makes
more Sense." That said, he argues it is important to give the SRG (Swiss
Broadcasting License Fee System) another Chance at reform, adding,
"You shouldn't tear down the old Bridge before building a new One."
That said, it is already known that the SRG's Governing Body provides
Financial Support to the Campaign opposing the SRG Funding Cut
Initiative, and the TA-Newspaper reported that Donations from Cultural
Organizations and the Media Union SSM are listed on the Opposition
Committee’s Website. There are Aspects of Gantner's Argument that are
not entirely clear. In any case, it appears that financial Clout played
a decisive Role in the Popular Vote.
3) The "Climate Fund Initiative" was rejected.
Breakdown: 29.29% (YES) supported it, 70.71% (NO) opposed it.

Columnist David Schnapp, in an Article titled "Rest in Peace, Green
Deal" in Weltwoche-Magazine, stating "The Abandonment of the electric
Vehicle Strategy by major European Automakers can be seen as a Victory
for common Sense and Realism," wrote the following Analysis:
The Shift in Direction by Stellantis, one of the World’s largest
Automotive Groups, has led to the collapse of the Green Deal.
Since Demand for electric Vehicles has not grown as expected and the
Transition Costs are high, the Company was forced to abandon its
Electrification Strategy and adopt a technology-neutral Approach.
Aiming to realize a climate-neutral Continent, European Commission
President Ursula von der Leyen launched the European Green Deal in 2019,
stating that it would "respond to the urgent Demands of Citizens for
Climate Protection Measures."
This Initiative, which the European Commission calls a "Transformation
of the Economy, Energy Supply, Transport, and Industry," was intended to
make Europe more sustainable and create a competitive Economy. However,
what has happened, particularly in the Automotive Industry, has produced
the exact Opposite Result. For example, Volkswagen has announced Plans
to cut 35,000 Jobs across 10 Locations in Germany by 2030.
The Management of major Companies viewed the Green Agenda as a Path to
Growth, but that was a major Miscalculation. It is said that European
Automakers, who were overwhelming Leaders in the Field of fuel-efficient
internal Combustion Engines, focused on Technologies for which they
lacked both the Raw Materials (such as Batteries) and the Expertise,
making it a high-risk Endeavor from the Start, compounded by a
Misjudgment of Customer Needs!
Now, as David Schnapp says, "Common Sense and Realism have triumphed,"
it is surprising that there are still Forces that continue to believe in
the Conventional Green Deal.
On March 27, 2026, the Nikkei Online published an Article titled
"Sekisui Chemical Group Begins Sales of Perovskite Solar Cells."
Article states: "Thin and lightweight Perovskite Solar Cells (PSCs) do
not use Rare Earth Elements, unlike conventional Silicon Aolar Xells.
Japan ranks Second in the World in the Production of Iodine, the main
Raw Material, and they are also expected to contribute to Energy
Security."
Wikipedia states: "In Space Applications, Perovskite-Type Solar Cells
(PSCs) exhibit extremely high Resistance to Radiation, which is the
primary Cause of Degradation in Solar Cells. It is believed that if
Future Research and Development can secure high Conversion Efficiency
and Durability against Heat and Light, and if low-cost, flexible
Perovskite-Type Cells (PSCs) with high Radiation Resistance can be
developed, they will enable Exploration even in harsher Environments.
However, it also states, "While the Toxicity inherent to Lead cannot be
avoided, Raw Materials such as Iodine have Durability Issues, as they
are prone to Degradation due to external Environmental Factors like
ultraviolet Radiation." Although there are Challenges, might this not be
an Opportunity to shift toward a "Green Deal" at the Household and
Business Level, serving as an Alternative to Mega-Solar Projects?
In any case, I would prefer to avoid a Reconsideration of Nuclear Power
Generation.
4) "Individual Taxation" was approved.
Breakdown: 54.26% (YES) supported it, 45.74% (NO) opposed it.
Swiss Cantons: 11 (YES), 15 (NO), Turnout of Voters 55.66%
[Personal Opinion]
The Newspaper Tages-Anzeiger reported on March 28, 2026, that "despite
the Vote in Favor (YES) of Individual Taxation, the Center Party (Mitte)
is sticking to its Initiative on Fairness and will hold another
Referendum on the Tax Disadvantages of Marriage."
Under the approved new System, each Individual is required to file their
own Tax Return in the Future. In contrast, the Center Party's Initiative
would combine the Incomes of Married Couples. Center Party Leader
Philipp Matthias Bregy, stated, "Unlike Individual Income Tax, the
Center Party's Initiative is not merely a Legislative Amendment but
involves a Revision of the Federal Constitution."
The FDP-Party (The Liberals) the Green Liberal Party (GLP), and
the Green Party have strongly criticized the Decision to hold another
Referendum, denouncing it as Coercive. Although the Vote is likely to
take place in the Fall, there are Opponents who question whether it will
actually be held.
Just before the Vote, the Magazine Weltwoche reported that "Tax Experts
warn of negative Consequences for the Individual Taxation System," as
follows:
A particular Problem lies in the Allocation of shared Assets and their
Proceeds; while earned Income can generally be clearly allocated, the
Division of shared Bank Accounts, Securities Accounts, or Real Estate
will prove extremely difficult.
The Experts also addressed the Concerns of the Individual Swiss Cantons
(States), noting that the Fact that 10 Swiss Cantons (States) have
called for Referendums on the Federal Law is unprecedented in the
History of the Swiss Federal State, and that this widespread Resistance
by the Swiss Cantons (States) serves as a "clear Warning."
Furthermore, most Swiss Cantons (States) have already mitigated or
completely eliminated the "Marriage Penalty" under Tax Law using proven
Measures such as full or partial Separation, special Tax Rates, and
additional Deductions. For these Reasons, Experts had recommended a "NO"
Vote in the March 8, 2026 Ballot.
Although 15 Swiss Cantons (States) voted against the "Individual
Taxation" Measure, outnumbering those in favor, the Bill was
unfortunately approved.
I'm going to watch how the Center Party's (Mitte) Referendum goes.
★ Political Parties represented in Parliament:

An alternative Proposal (Federal Decree) to the "Cash Initiative" was
put forward with virtually no substantive Differences, and as a result,
the alternative Proposal was approved. Regarding the "SRG Initiative,"
the Status quo was maintained even though many Voters were unaware
of the actual State of the SRG. As for the "Climate Fund Initiative," it
is good that the Demand for an excessive Fund was rejected amid Calls
for Fiscal Cuts. However, it is problematic that the European
Commission's Misperception of the current Situation has yet to be
reflected in Policy. The "Individual Taxation" Law, which Tax Experts
have warned against, was approved. The Situation has come to rely solely
on the Central Party (Mitte) holding its ground. The Initiatives (Bills)
are complex, and many Voters seem unable to make a Decision.
This Referendum offered a Glimpse into the behind-the-scenes Influence
of the Initiatives' Financial Backers. I feel the Results were somewhat
disjointed, diverging from the original Purpose of benefiting the
Public.
