The best way to learn the language is to live in a foreign countriy
In order to learn a language well, people will often say living in a foreign country is the best method. If it's Japanese, live in Japan. If it's English, live in America, Canada, England, Australia, etc. If you live in a country where the language is often spoken, you generally should get better at the language. But, there are negatives to the foreign country way, and there are positives for learning a foreign language in your own country.
Where you live, who you hang out with
The positives and negatives for learning in your country or a foreign country depend on various circumstances.
First, if your native language is a popular language, there will be people who will want to practice and talk you in that language. For example, in the case of English, wherever you go, there are a bunch of people who will want to chat with native English speakers and even if you want to speak the official language of the country, there are people who will use English.
When I went to Japan, overall there were opportunities to speak in Japanese a lot, there were a lot of people who wanted to talk to me in English and I was not able to talk only in Japanese. On the other hand, when I was a college student and I met my first Japanese friend in a club, I would often speak to him in Japanese and I was able to practice Japanese. But before long, he said to me that "I came to America to speak English, so please speak to me in English." So after that conversation about 85-90% of our conversations was in English.
Also, if for convenience you live in a place with a lot of people from your country, even though it is convenience there is a possibility that you will use just your native language. For example, there are a lot of Japanese people in my home town Torrance. Because of convenient stores, super markets, and Daisos (there are 3 Daisos in the Torrance area) there are a lot of Japanese international students. But, because Torrance is a convenient place for Japanese people, there are times when you do not need English, and you can live comfortably with just Japanese.
For example. because there are cases where all the students in my Japanese international students' English classes are Japanese, when they talk to their classmates, it is only in Japanese. If you live in a place where there are not many people who can speak your native language, because you will probably have to use the official language of the country, even if it is inconvenient because of food or discrimination, your language ability will improve. However, if you do your best to study and if you do not speak your native language even when you have opportunity to, no matter where you are in the foreign country you will be able to improve.
What you should do if you REALLY want to improve your English skill
If learning a foreign language in a foreign country is not exactly the most useful, what should you do?
My opinion is, the best language learning method in the world is when "you cannot use your native language (in other words, you can only use a foreign language)." If you cannot use your native language and can only use a foreign language, your foreign language ability with definitely improve rapidly.
An example where you cannot use your native language and can only use a foreign language is the Middlebury College Language Schools. The two Middlebury College Language Schools campuses are in Oakland, California on the West Coast and Middlebury, Virginia in the Northeast.
Middlebury's special language learning method is not just immersion, is it the Language Pledge. Middlebury's Language Pledge is, if you use a language other than the language you are studying (even if it is not your native language), you will be expelled. In other words, if you listen to music, read a book, or watch a movie in another language, you will be expelled. For example, if a Japanese person is in the Spanish language program and they use anything (music, book, etc) in Korean, they will be expelled. Because of Middlebury's Language Pledge and intensive immersion program you can only use a foreign language.
As there are students who have been expelled because of the Language Pledge, if your goal is to improve in a foreign language, you definitely will only do the foreign language.
