Who Should Pay the Compulsory Expenditure?
The controversy whether the subsidies of central government on compulsory education should be cut or not continues in “trinity reform”.
Under the current system, half of the salaries for teachers at public elementary and junior high schools is disbursed by central government subsidies and the other half is paid by prefectural government.
In the new plan, the subsides are to be abolished and the deficit is to be compensated by local government.
Local representatives approve this plan so that they can collect local tax and use it freely.
They can use the expenses where they need.
If they want small classes, they can use them for increasing the number of teachers.
This is a chance to develop original education in each prefecture.
They say this reform will be a good step to the decentralization.
On the other hand the education ministry, nation-wide PTA association, participant of education opposed the reform.
They concern that the reform will lead decline of educational equality between prefectures.
