短期外债占比上升

外汇局表示,从短期外债构成看,2011年3月末,与贸易有关的信贷余额为3114.5亿美元,占短期外债(剩余期限)余额的76%,其中贸易信贷占53%,贸易融资占23%。

外汇局的逻辑是,由于与贸易有关的信贷是以真实的进出口贸易交易为背景的,所有的对外支付均通过贸易项下完成,不构成额外的支付,其增长与我国进出口贸易的增长基本上符合,因此,这部分短期外债占比上升不会影响我国外债安全。

叶蓁表示,中国短期外债的增多符合一个贸易大国发展的现实,同时,也体现了企业资产配置的需要。“从国际视野上看,很多贸易大国外债额度都比较高,美国就是如此。”

美元债务占比下降

数据显示,从币种结构看,登记外债余额中,美元债务占68.3%,较2010年末下降2.11个百分点;日元债务占7.68%,较2010年末下降0.88个百分点;欧元债务占4%,较2010年末下降0.41个百分点;其他债务包括特别提款权、港元等,合计占比20.02%,较2010年末上升3.4个百分点。

从债务人类型看,登记外债余额中,中资金融机构债务余额为1562.66亿美元,占42.59%;外商投资企业债务余额为1149.29亿美元,占31.33%;外资金融机构债务余额为505.39亿美元,占13.78%;国务院部委借入的主权债务余额为391.61亿美元,占10.67%;中资企业债务余额为58.44亿美元,占1.59%;其他机构债务余额为1.31亿美元,占0.04%。

从投向看,按照国民经济行业分类,登记中长期外债(签约期限)余额中,投向制造业478.41亿美元,占23.01%;投向交通运输、仓储和邮政业262.61亿美元,占12.63%;投向电力、煤气及水的生产和供应业173.56亿美元,占8.35%;投向信息技术服务业81.42亿美元,占3.92%;投向房地产业105.94亿美元,占5.1%。
