Justice Minister Daniel Figallo announced that Humala had accepted a presidential commission's recommendation to not issue a pardon because Fujimori's health problems are not serious enough to merit one. Figallo said that Fujimori does not have a terminal or "grave, incurable, degenerative" condition.
The 74-year-old Fujimori is serving a 25-year prison sentence for human rights violations.
The former president, who governed Peru from 1990-2000, has been seeking a pardon on humanitarian grounds since October. He says he suffers from cancer of the tongue and other ailments including chronic gastritis and hypertension. However, a report by a medical team that evaluated the former president indicated that he did not have cancer.
Fujimori was convicted of authorizing military death squad killings of 25 people in two early 1990s massacres.
