ロシアのプーチン大統領は22日、ウクライナに向けて21日に発射した新型中距離弾道ミサイル「オレシュニク」について、「量産化する決定がなされた」と述べた。実戦使用を含む実験を続けるという。プーチン氏はまた、このミサイルの効果や威力は「戦略兵器に匹敵する」とし、迎撃は不可能だと強調した。国防省高官や軍需企業幹部との会合で発言した。 プーチン氏は、米英からウクライナに供与された長射程兵器が露国内への攻撃に使われたことに強く反発し、恫喝の度合いを強めている。19日には、核兵器使用に関する国家文書を改訂し、通常兵器で攻撃された際の核使用条件を引き下げた。 ウクライナ国防省情報総局は22日の声明で、オレシュニクが露南西部アストラハン州から発射され、15分後にウクライナ東部ドニプロに着弾したと明らかにした。6つの弾頭を搭載しており、軌道の最終段階での速度はマッハ11（音速の11倍）超だったとしている。 中距離弾道ミサイルの射程は3千～5500キロと定義され、露西部からだと欧州の全域が射程に入る。米露間には中距離核戦力（INF）全廃条約があったが、2019年に失効している。 ウクライナのゼレンスキー大統領は、新たな脅威に対応する防空システムについて、パートナー諸国との協議を始めたと明らかにした
