千葉大学教授が、重々しい口調で発表したデータによると、コップ(大きめの飲料用)の中に、およそ半分(5cm/分)の域に降水量が達すると「危険信号」を意味し、水量がそれ以上増大すると、「避難を余儀なくする事態」と示唆する内容をNHKを介して発表した。 それを専門家だけでなく、「奴ら」は、もちろん周知のことであったことは言うまでもないこと、と考えてしまうのは、私だけではないと考える。
しかしながら、奴らは、「何故」に的確な行動へと反映させずに、およそ100人にも及ぶ死者ならびに何百人もの犠牲者をもたらしたのであろうか。
現場では、直ちに「適切な行動」をとろうと、その指示を憤りを抱きながら待っていた誠実な方々が多くいたに違いない。 「正しい決断」をすべき任務にあたる責任者が、机上論に基づく「システム」の中でもがいていたのかもしれないが、結果から推論できることと言えば、出動できない、つまり車では移動できないような状態に至るまで職務遂行の義務を怠ったのではないだろうかと思えてならない。
