Five days before the Clackamas County Board of Commissioners considers new rules aimed at curbing a floating party scene on the Clackamas River, boaters Saturday seemed unaware that police may soon get new powers to curb the alcohol flowing through the county's parks The proposed new rules slated for a Thursday vote would give sheriff's deputies the right to inspect coolers, bags and other items. That sounded like overkill to Kyle Eisenbach, 28, of Portland, as he puffed into a red inflatable raft in the parking lot at Barton Park."I don't like it," he says. "It will make it less fun."Saturday was a slow one on the river, with relatively cool weather and the threat of afternoon thunderstorms keeping away most of the crowds. Barton on a busy day can get as many as 5,000 visitors, many drawn by an easy five-mile float downstream to Carver Park -- and plenty of opportunity to stop and hold a picnic, or just drink.Sheriff's deputies and some nearby residents say the river has been a rowdy boozefest on summer weekends for years, reaching its peak in 2007 when a riot involving thousands of people at Barton and Carver required the intervention of two dozen police. Alcohol was subsequently banned in county parks. But the rule is widely ignored, despite five signs in Barton Park alone alerting people to the regulations.The trunk of the car where Eisenbach stands is open, and a case of hard cider is visible with flavors like elderberry, apple ginger and traditional dry. Nearby, another man is happy to pop open his rolling cooler to show a pile of tall Busch beer cans packed in ice. Many people have floating coolers, and others are inflating floating party boats, like the SeaDoo "aqualounge" complete with built-in speakers.Under the new rules, campers and picnickers will still be allowed to have alcohol if they have purchased a permit. Lack of a permit can result in people being told to leave their liquor in the car, or an exclusion from parks property. The sheriff's office has allocated $45,000 to add additional officer patrols at parks to enforce the rule.The idea of more police chafes John Bickle, a 35-year-old Salem business owner, who on Saturday wasn't willing to say what he had in his cooler. He said government powers should only be applied to people harassing other people: "Hey man, if I think goats are sexy, it's my problem. If I want to drink, whatever."But other boaters said they were happy to hear the county may get more aggressive about enforcement.An electric pump inflating a raft whines at Mike Friend's feet. The hulking 45-year-old IT manager from southeast Portland said he supports efforts to get the booze off the river. Last year, he was out floating that section of river when a man in his late 30s made advances on a 14-year-old girl who was there with Martin's daughter.
