Groups tend to converge on shared narratives about what is “realistic” or “relevant.” If the prevailing narrative dismisses certain scenarios as too extreme, individuals who raise concerns may be perceived as alarmist. Over time, dissenting voices disappear from strategic discussions, further narrowing the range of considered risks.
Paradoxically, the more successful a system appears, the stronger this blindness can become. Long periods without major disruptions reinforce the belief that existing structures are robust. This success creates a false sense of security, making it harder to imagine failure modes that have not yet occurred. Stability, therefore, can quietly erode vigilance.
Overcoming strategic blindness requires deliberate institutional design. Organizations must create mechanisms that force consideration of unlikely scenarios, such as structured risk assessments, red-team exercises, and scenario planning. These practices do not eliminate uncertainty but broaden the range of possibilities that decision-makers actively consider.
Ultimately, resilience depends less on predicting specific low-probability threats and more on acknowledging that unknown risks exist. Systems designed with flexibility, redundancy, and adaptability are better able to absorb shocks when unexpected events occur. Strategic awareness, therefore, lies not in perfect foresight but in maintaining humility about the limits of prediction.
