ENGLAND'S players risked sounding like broken records today but there are growing concerns that the South African heat, high altitude and the state of the new adidas ball may ruin this World Cup as a spectacle.

Both John Terry and tiffany jewelry outlet Jermain Defoe admitted that they found it hard to adapt to the conditions in last night's 3-0 friendly warm- up win against local side the Platinum Stars.

It was England's first 90-minute runout since they arrived at their training base here and the worry for coach Fabio Capello -- with their opening Group C game against the USA now only four days away -- is that his players struggled to cope against a Stars team who were asked to come off holiday to give England a game.

"The altitude has been more of a surprise to me than anything -- your mouth is really dry," said Terry, who played 45 minutes in partnership with Ledley King in defence.

"We have been training at altitude anyway but we went up another 150 metres and we certainly felt it.

"I think for every team the ball is causing a little bit of a problem moving in the air and off the surface. It is something we are trying to work on each day, to try and improve before our first game. A couple of times it swerved at the last second but there is nothing we can do about that. On the positive side we need to get as many crosses in and cause problems at the other end."

Defoe, who scored the first goal in the victory agreed with Terry's assessment that the shortness of breath and the ball are going to be issues.

He said: "Maybe we could have pressed a little bit more but it was quite difficult because of the conditions -- the altitude and the heat made it tough.

"Then there's the ball. It's a lot diffrent from any ball I've played with. It moves about a lot. It's weird."

Players from the 32 competing nations including England goalkeeper David James, have been warning about the effects of the adidas Jabulani ball for the past fortnight.

The concern must be that they do not seem to have adjusted despite the pre-tournament preparations that have been made by the teams in South Africa. The only good news for England is that the Americans are also finding it hard to cope with and goalkeeper Tim Howard has branded it "terrible".

He added: "You are going to hear that next week and next month but it is what christian audigier wholesale it is.

"We are trying to get used to it, trying to read an unreadable situation and hopefully it doesn't come back and bite us. But I think you are going to see some crazy things with it. It dips, dives, moves all over. If you hit five balls with the same striking motion, you wouldn't get the same result.

"It is hard, it is hard for defenders to read, for keepers it is not easy."

USA playmaker Landon Donovan echoed Howard's sentiments and said: "I think the majority of the problems were due to the flight of the ball. I think a lot of times the ball doesn't fly true and it puts your defenders under a lot of pressure.

"Even balls that are comfortable coming in to your defenders, heading it is challenging at times and with crosses it is very difficult.

"So we are going to have to do some work this week, just judging the ball better, so we are more comfortable against England."

The $60,000 cost of a Canterbury health "talkfest" would have been better spent on frontline staff, critics say.

A two-day forum, Improving the Patient Journey, was held at the Christchurch Convention Centre on May 31 and June 1.

The Ministry of Health paid $35,000 and the Canterbury District Health Board (CDHB) about $25,000.

It included talks by a British strategy expert, a United States consultancy group founder and a Meridian call-centre manager.

The Counties Manukau District Health Board was another partner in the forum, but its costs have not been revealed.

CDHB clinical skills unit co- ordinator Robyn Endre, who attended the forum, said the price tag was frustrating when her unit struggled to get a few hundred dollars to replace worn-out models and teaching aids.

"It rankles that large sums of money are easily found for a talkfest with an uncertain outcome, when training facilities like the clinical skills unit, which are both overbooked and have good evidence of improving patient outcomes, remain poorly supported," she said.

The best way of improving the patient journey was by investing in training for frontline staff, Endre said.

Health Cuts Hurt chairwoman Heather Carter said that the health sector was noted for its "talkfests".

"What dismays me is LouisVuitton that positive outcomes at the coal-face are often lacking, despite all the hot air," she said. "If this conference was another of these, it is a disappointing waste of health dollars.

"It is to be hoped that there are positive recommendations coming out of the forum on how to manage the ageing population, and not the usual round of excuses."

A CDHB statement said the ministry's contribution helped keep registration fees down to about $250. The costs of external conferences in this sector were generally five to 10 times the cost of the event, it said.

About 250 people from 18 health boards attended the forum, and 116 were clinicians.

The CDHB said the forum was led by such people as professor of emergency medicine Mike Ardagh and Canterbury's chief medical officer Nigel Millar.

Prime Minister John Key has promised a "fair run" for a bill that would give about 300,000 families up to $9000 a year in tax credits by splitting parents' total income between them, but has warned the $450 million price tag could prove too costly.

UnitedFuture leader Peter Dunne has introduced a bill that allows parents with children under 18 to split their combined income equally between them and claim tax credits each year.

It is estimated it would apply to 310,000 households and it would most benefit those where only one partner worked or one earned significantly more than the other. If all of those eligible took it up, it could cost $450m a year.

Under his support agreement with National, Dunne has its support for the bill to reach select committee. Yesterday, he challenged other parties to support it, claiming opposing it would "send a clear message that they are actively opposing choice for New Zealand families".

Key said the Government would give it a fair run and reserve judgment until after the select committee stage. However, he warned the Government's finances meant there was "a high bar" for tax changes that cost money.

Key said it was an anomaly that households with two people earning $50,000 each paid less tax that those with only one earner on $100,000.

However, the lower tax rate thresholds that would apply from October 1 would partly address that disparity.

Under the proposed scheme, a family where one partner earned more than $140,000 and the other earned nothing would benefit the most - getting a $9080 tax credit. Those with one worker who earned $30,000 to $50,000 would get between $980 to $1230. Those where both parents earned approximately the same would get nothing.

The bill has been criticised for favouring the wealthy and the Labour Party rejected it within minutes of Dunne announcing it.

It coincided with the release of the latest Social Development Ministry household incomes report which showed child poverty was unchanged from 2007 on 22 per cent, despite household incomes rising 9 per cent in real terms across all income Wholesale Shorts & Skirts groups over the same period.

Dunne said it was inevitable higher income households would benefit more because of the structure of the tax system. However, those on low incomes already got significant support from Working for Families and solo parents - who would not qualify for income splitting - got further help from the Government. New Zealand was one of the few OECD countries that did not have income splitting.

1. INTRODUCTION

Optimization means to find, of the multitude of existing solutions, that precise solution that fulfills the maximum conditions, from one specific and established point of view. If that particular goal is oriented towards the economic domain, economic optimum represents that situation or state of economy that assures the highest efficiency. To choose from multiple solutions that particular one that assures the highest economic efficiency means to search for that solution which assures maximum results with minim effort and expenses, respecting certain restrictions that defined that particular domain.

Optimization of the processes in an industrial unit, considered as a complex system, is obtained based on three distinct levels (Nicolescu, 2001):

1. The level of the production system;

2. The level of technological production system;

3. The level of technical level;

The work presents the synthesis of the objectives through the optimization processes for each level of decision, the methods used for each level of optimization and the optimization criteria used for each level in part. During the optimization process, a specific objective, a certain optimization method, selected from a range of other methods, and a certain particular criteria of optimization correspond to each of these. A synthesis of these optimization processes pays attention to four factors: the level of optimization, the goals of the analysis processes, the maximization methods and the maximize criteria

Constantly, companies confront with the problem of assignation of the resources (Peel, 1993). For micro-units, small- and medium sized companies, the optimum solution of the problem can be reached through the usage of linear programming. A first phase is to transform the problem that conditions the existence of the restriction system into an equation and to establish the equation system; then the optimizing function is to be established, aiming the maximization/ minimization at the cost level of the whole of the distribution/ re-distribution process of the resources. The paper grants particular attention to the assessment of the human resources in watches i companies because in small companies in Romania fluctuation employment is high, on the one hand and on the other hand the level of wages is negotiable from one person to another; these two elements compound a frequently used module.

CAR: Porsche Boxster Spyder PRICES:Pounds 46,387 - on the road When it comes to history, Porsche has a back catalogue that could make The Beatles feel inferior.

And when it wants to add some extra spice to a current model, it certainly isn't averse to wheeling out an evocative name from the past.

The 550 Spyder, built in 1953, was the first Stuttgart Porsche developed for the race track but released in roadgoing form.

Its success in competition spawned a whole series of Porsche race cars carrying the Spyder name.

Now, Porsche customers can get a little of that history bundled up in a road car.

The Boxster Spyder takes the basic Boxster roadster package and renders it quite a bit more extreme.

The Boxster S is one of the best driver's cars currently on sale and the fact that the Boxster Spyder strips out 80kg of weight, lowers the centre of gravity and boosts the engine's power output by 10bhp bodes extremely well. The 3.4-litre flat-six engine has 320bhp at its disposal in the Spyder and Porsche is offering it with the comically named but mechanically outstanding Doppelkupplungsgetriebe (PDK) gearbox.

There's a manual option too but the PDK option can swap the cogs quicker, aided by the Launch Control system that comes as part of the standard Sports Chrono Package. The 0-62mph increment in the PDK model occupies just 4.8s. The Boxster Spyder is extremely unlikely to be mistaken for a "normal" Porsche Boxster.

Integral to its distinctive look are the twin bulges on the rear deck just behind the heads of the driver and passenger.

It's a design cue that has cropped up on a number of Porsche race cars down the years, as well as on the Carrera GT supercar, with which the Boxster Spyder shares a long and low silhouette.

The roof doesn't look particularly wonderful when raised and as soon as the rain abates, most Boxster Spyder owners will take the opportunity to get it down and experience what this car is all about.

Limited edition versions of the Boxster have carried the Spyder name in the past but Porsche is positioning this car as a full-time addition to its mainstream range.

It's certainly a more in-depth upgrade on the standard model than we've seen before and the Pounds 45,000 price point reflects this. It's quite a step over the Pounds 40,000 Boxster S but it's hard to imagine Porsche being too stuck for people willing to pay it.

Indeed, when you look at what Audi wants for its TT RS and what the AMG version of the Mercedes SLK is going for, the distinctive and exclusive Boxster Spyder might even have an edge on value for money too.

The Porsche 550 Spyder is an iconic car in the history of a manufacturer that's come up with more than its quota of automotive icons.

Now buyers can get a modern Porsche Boxster that takes its inspiration and its name from the classic.

The Boxster Spyder is much more than a mere special edition.

A permanent addition to the acclaimed Boxster roadster line-up, its far-reaching modifications bring a reduction in weight and an increase in performance.
