What Happens at 5:00 p.m.
1975年、私はアメリカ政府の仕事のために沖縄県にある在日米空軍の嘉手納基地に住んでいたことがあります。今日は、国歌に関する在日米空軍基地の規則をいくつか紹介します。
In 1975, I worked for the U.S. government and lived on the Kadena Airbase in Okinawa. Today I would like to tell you a little bit about the rules for the national anthem on the bases.

日本全国の在日米空軍基地では現在も、仕事日の夕方５時になると、まず基地内全域に日本国歌「君が代」が流されます。その直後に米国歌「星条旗」も流されます。
At all U.S. Air Force bases in Japan, at 5:00 p.m. on all duty days, “Kimigayo” is broadcast to all areas of the base, and immediately thereafter the “Star Spangled Banner” is also played.

野外にいる人間は全員「気をつけ」の姿勢で静止します。制服を着ている人は敬礼し、そうでない人は右手を胸に当てて敬意を表します。運転中の場合、音楽が流れている間は車やバイク、自転車を止めなければなりません。
All people who are outside come to a stop and stand at attention. Those in uniform salute, and those who are not in uniform place their hand over their heart to express respect. People who are driving or riding must stop their car, bicycle, or motorbike while the music is playing (and turn off any other music which they may have been listening to).

そのほかにも正式な行事のときは、最初に日米双方の国歌が演奏されます。例えば、軍葬、退官表彰式、司令官交代式、上進式、各種の表彰式、施設の落成式やテープカット式などです。
In addition, both national anthems are played at the beginning of all formal ceremonies such as military funerals, retirement ceremonies, change of command ceremonies, promotion ceremonies, award ceremonies, dedications of facilities and tape-cutting ceremonies.
もちろんスポーツの試合の前もそうなのですが、驚いたことに、基地内にある映画館でも、映画が上映される直前には、日米両国の国歌が流れるので皆立ち上がります。
Of course, this is also true of sports competitions, but I was surprised that everyone stands while both national anthems are played just before the movie starts in all base theaters.
ちなみにウェブを見ていると、映画館の中でまで国歌を流すのは、さすが行き過ぎではないかという意見を述べる人もいます。
Incidentally, on the web some people have expressed the opinion that playing the anthems before movies is really going overboard.
