「彼はイケメンではないけど～」という意味
英国のユーモアを持った言い方です。
非公式な場面で、一般的に容姿が良いとは見なされない人物をユーモラスに表現するときに使われます。

会話では、
but he has a nice personality（でも性格は良い）と、but～でフォローすることも。

The Indian cabbie decided to tell me: 'I wasn't sure at first if it was you. You know, you have put on a lot of weight'.
