UNSC TAKES UP RUSSIA'S ALLEGED DRONE INCURSION INTO POLAND
The UN Security Council has taken up Russia's alleged drone intrusion into Polish airspace earlier this week at an emergency session held at Warsaw's request.
Poland shares a border with Ukraine. It says Russia flew multiple drones over its territory on Tuesday and Wednesday. At the emergency meeting, a senior Polish official said Russia wants to “set the region on fire.”

“Poland will not be intimidated. Our resolve to stand with Ukraine and defend the principles of sovereignty and territorial integrity remains unwavering.”
Russia's UN Ambassador Vassily Nebenzia rejected the accusation. He said it is physically impossible for the drones used in the strike to reach Polish territory, given their range.
Acting U.S. Representative to the UN Dorothy Shea condemned the alleged intrusion. Many other countries also condemned Russia.

今回のニュースは、ウクライナ紛争の緊迫の状況を伝えると同時に、UN Security Council「国連安全保障理事会」が機能していないことを示唆しているように思います。

これに対して、１５か国からなる安保理の決定には、平和の維持に関係するものであれば、すべての加盟国が従う義務があります。 しかし近年は、安保理が機能しなくなっているようです。
その最大の原因は、
５か国の「常任理事国」permanent members of the UN Security Councilに特別な権限があることでしょう。
それは、veto「拒否権を行使する」ことです。
多数の国が賛成しても、常任理事国のうち１か国でも拒否権を行使すれば、決議は成立しません。
ここで紹介した表現を使って文にすると、例えばこんな風にまとめることができるでしょう。
The UN General Assembly can only pass non-binding resolutions, while decisions by the Security Council are binding. But each of its five permanent members has the right to veto resolutions.
制度の上では「世界最強」の機関と呼ばれることがありますが、現実には最強でありながら動けないという矛盾を抱えているのが安保理です。その構造的な問題は、これからの国際秩序のあり方を考える上で避けて通れないテーマとなっています。
