第二次世界大戦時のCIAの秘密資料。題してSimple Sabotage Field Manual。要は、敵国内のスパイが、組織の生産性を落とすためにどのような「サボり」ができるか、という「サボり方ガイド」である。2008年に公開された。(なお、正確に言うと、CIAの前身組織、Office of Strategic Servicesの作成文書である。)

 

以下、一部を抜粋した意訳です。本文は意訳の後に。

  • 「注意深さ」を促す。スピーディーに物事を進めると先々問題が発生するので賢明な判断をすべき、と「道理をわきまえた人」の振りをする
  • 可能な限り案件は委員会で検討。委員会はなるべく大きくすることとする。最低でも5人以上
  • 何事も指揮命令系統を厳格に守る。意思決定を早めるための「抜け道」を決して許さない
  • 会社内での組織的位置付けにこだわる。これからしようとすることが、本当にその組織の権限内なのか、より上層部の決断を仰がなくてよいのか、といった疑問点を常に指摘する
  • 前回の会議で決まったことを蒸し返して再討議を促す
  • 文書は細かな言葉尻にこだわる
  • 重要でないものの完璧な仕上がりにこだわる
  • 重要な業務があっても会議を実施する
  • なるべくペーパーワークを増やす
  • 業務の承認手続きをなるべく複雑にする。一人で承認できる事項でも3人の承認を必須にする
  • 全ての規則を厳格に適用する

以下本文。

  • Advocate “caution.” Be “reasonable” and urge your fellow-conferees to be “reasonable” and avoid haste which might result in embarrassments or difficulties later on.
  • When possible, refer all matters to committees, for “further study and consideration.” Attempt to make the committees as large as possible – never less than five.
  • Insist on doing everything through “channels.” Never permit short-cuts to be taken in order to expedite decisions.
  • Be worried about the propriety of any decision – raise the question of whether such action as is contemplated lies within the jurisdiction of the group or whether it might conflict with the policy of some higher echelon
  • Refer back to matters decided upon at the last meeting and attempt to re-open the question of the advisability of that decision.
  • Haggle over precise wordings of communications, minutes, resolutions.
  • Insist on perfect work in relatively unimportant products.
  • Hold conferences when there is more critical work to be done.
  • Multiply paper work in plausible ways.
  • Multiply the procedures and clearances involved in issuing instructions, pay checks, and so on. See that three people have to approve everything where one would do.
  • Apply all regulations to the last letter.
