「李承晩体制下では日本の領土とされてきている竹島を力ずくで占拠している」
李承晩政権が倒され新政権が成立した１９６０年に、マッカーサーが国務次官補を通じて在韓米大使に、韓国の違法な竹島占拠と漁民拿捕をやめさせ、日韓関係を改善させるようにとの勧告文を送っていることが明らかになった。（「テキサス親父日本事務局」発表による）

何を言っているのか、いくつか取り上げてみると、
・国際的な品行や道徳等の基本原理を犯し李承晩ライン周辺の韓国領域外の公海上でも実力行使で海賊行為を働き日本人の漁民達を政治的人質として投獄し韓国領域外の領域を力ずくで．．．
・韓国で新しい体制が整い次第、我々の影響力を行使して、これらのことを説得することを進言する。(1)李承晩の残酷で野蛮な弾圧行為を受け苦しんだ全ての日本人全員の人質を解放し、(2)日本の漁船を公海上で拿捕する習慣をやめさせる事。
・公海上での日本の漁船の拿捕と人質外交の上に李承晩体制下では、常に日本の領土とされてきている竹島を力ずくで占拠している。．．．それ故、我々は、新しい韓国の政権に竹島を日本に返還するよう圧力をかけなければならない。
・我々が竹島を日本に返還するように強く圧力をかけている間、万が一、新しい体制がそうする気が無ければ、最低限、我々はこの件を国際司法裁判所に付託し仲裁を求める事に合意するよう主張すべきである。
これはマッカーサーの個人的な考えというよりも当時の国際的な「常識」であったということです。なにしろ、マッカーサーはＧＨＱ最高司令官として日本に６年近く滞在し、北朝鮮の韓国侵略に対して連合国総司令官として反撃の指揮を執り韓国を救った人です。当時の極東情勢をよく知っていた者の発言だからです。
朴大統領には、このマッカーサー勧告をどう見るのか、真剣に検討して欲しいものだ。確か歴史を学ぶ重要性を強調していたはずだ。これは重要な歴史資料である。

MacArthur Telegram
Rhee regime seized by force and is illegally holding Takeshima Island
General Douglas MacArthur was Supreme Commander of the Allied Powers and led the counterattack against the North Korean invasion of South Korea. So, it can be said he was well aware of the situation in Japan and Korea after the Second World War.
Shown here is a telegram MacArthur sent to Ambassador to South Korean Walter McConaughy via Assistant Secretary of State Graham Parsons on August 27, 1960. As you can recognize, he sent this telegram hoping to remedy Japan-Korea relations by halting the Rhee regime’s hostile actions against Japan, including the illegal seizure and occupation of Takeshima, taking opportunity of the instillation of a new government. The full quote of this paragraph is as follows;
“In addition to seizing Japanese boats in high seas and practicing hostage diplomacy, Rhee regime also seized by force and is holding illegally Takeshima Island which has always been considered as Japanese territory.”
This document is really important because it is not only a testament from a high American official but also is
a semi-official document of the U.S. government.
The Korean territorial claim over Takeshima, or Dokdo, is totally rebuked by this document.
